Duties

Summary

Serves as Senior Advisor for Government Affairs to the Administrator and Deputy Administrator for the Federal Motor Carrier Safety Administration (FMCSA). Responsible for supporting legislative initiatives, serving as liaison between members of Senate and House and FMCSA leadership on policy and preparing briefings, and facilitating the provision of technical assistance. Frequent contact with other agencies and high-level officials regarding complex policy issues involving FMCSA Programs.

Responsibilities

The Senior Advisor position is critical because it supervisors and manages the Governmental Affairs team and is responsible for providing:
  • Develops and prepares materials in response to special program initiatives from other FMCSA offices, Congress, OMB, OST and other agencies.
  • Provides oversight and liaison assistance to the Director of Governmental Affairs and the Administrator as well as carrying out a broad range of policy and legislative issues relative to motor carrier safety goals;
  • Ensures the effective and efficient correspondence management within FMCSA by promoting the timely production of quality documents that reflect well on the agency and the Department.
  • Directs the development of issue papers, briefing materials, policy statements, questions and answers, testimony, and other material for Congressional hearings on proposed legislation; and
  • Communicates complex and technical information to diverse audiences about FMCSA programs.

This is an ideal position for a mission focused safety professional. Knowledgeable of FMCSA's Policies, excellent inter-personal skills are required. Some customer service/customer relations experience or a demonstrated ability to relate to all types of personalities in challenging, sometimes contentious, circumstances is essential to success.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience related to transportation, motor carrier safety, governmental affairs, and the Federal legislative and regulatory process.
  • Experience working with members of Congress and providing senior government officials guidance on Congressional and state government matters.
