* Duties Help Duties Summary This position is located in the Executive Office of the President, US Trade Representative in the Labor - USMCA Office. The position is responsible for the execution of trade agreements of the US including the coordination of all aspects of trade policy within the US government, bilateral and multilateral issues related to trade and labor. Learn more about this agency Responsibilities As a POLICY ANALYST (TRADE/LABOR), GS-0301-13/14/15, you will perform the following duties: * Develop and implement US policy positions as they relate to trade and labor rights. * Lead or participate in U. S. delegations to multilateral fora or the labor-related aspects of international trade negotiations and conferences. * Assist in the preparation of Congressional testimony, responds to controlled correspondence, briefing materials, summary statements and speeches on major labor related trade issues. * Lead development of written products on trade and labor policy, programs and research required to communicate US government positions to key stakeholders, with bilateral counterparts, and in multilateral contexts. Qualifications MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. To qualify at the GS-13 level: Possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Research and analysis of trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data, including using principally Chinese-language sources; 2) Assist in the investigation of trade issues to monitor and enforce international trade agreements and domestic trade laws; 3) Assist with the development of research plans and work with interagency teams on China trade enforcement issues; and 4) Assist with the development of strategies for research and analysis related to dispute settlement proceedings and trade investigations; OR To qualify at the GS-14 level: Possess one year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Research and analysis of and making recommendations to Senior Officials about trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data, including using Chinese-language sources; 2) Investigate trade issues to monitor and enforce international trade agreements and under domestic trade laws, and making recommendations on the same; 3) Coordinate the development of research plans and work with interagency teams on China trade enforcement issues; and 4) Develop strategies for negotiations and dispute settlement proceedings and trade investigations; OR To qualify at the GS-15 level: Possess one year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Lead research and analysis and making recommendations to Senior Officials about trade information related to China; extracting and summarizing pertinent legal language, negotiating text, economic and trade data, using principally Chinese-language sources; 2) Oversee investigation of trade issues to monitor and enforce international trade agreements and domestic trade laws; 3) Develop and implement research plans and working with interagency teams as the agency representative on China trade issues; 4) Develop, implement, and provide oversight of strategies for negotiations and dispute settlement proceedings and trade investigations; and 5) Provide extensive analyses, and recommendations to senior level officials pertaining to the monitoring and enforcing of international trade agreements.
