Responsibilities

  • Serves as the principal advisor to the Provost, National Defense University for information and cyberspace education and exercises senior executive direction and leadership over all aspects of the College of Information and Cyberspace (CIC).
  • Builds and sustains educational partnerships with U.S. Government agencies, the private sector, international allies and other DoD educational institutions and universities.
  • Responsible for curriculum development and currency, institutional research, course development, and program accreditation.
  • Collaborates with the DoD CIO to ensure the CIC has the capability to align with DoD, Federal CIO Council, and other Federal cyberspace/IT education requirements and initiatives.
  • Participates with NDU leadership and provides recommendations on appropriate budget and programming activities for CIC.
  • Interacts regularly with NDU counterpart Chancellors and Commandants in support of curriculum development, teaching research, and outreach.
  • Serves as the focal point for all CIC cyberspace and financial management activities, programs, and interactions with external agencies and for direct liaison with OSD and the Joint Staff in coordination with the President, NDU.

Background or Security Investigation: This is a Special Sensitive position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Top Secret clearance with SCI access security determination to occupy a Special Sensitive position within the agency as a condition of employment

Drug Testing: Incumbent(s) of this position are covered by the Alcohol and Drug Abuse Prevention and Control Program. DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) must be signed. Incumbent must pass urinalysis testing as required prior to appointment and periodically thereafter.

Financial Disclosure: Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.

Qualifications

Required Qualifications:
  • An earned Master's Degree in an appropriate field is required from an accredited institution of higher education or international equivalent, an earned Doctorate or equivalent terminal or professional degree in an appropriate discipline is preferred.
  • Extensive record of executive level leadership and achievement in supervising and managing senior civilians and military personnel.
  • Relevant academic and/or senior professional experience, to include strong record of research and publication, in a field relevant to the mission.
  • Demonstrated success in building teams and leading collaboratively, working effectively with others in a diverse environment; ability to establish and maintain positive working relationships with College personnel and representatives of various external agencies.
  • Demonstrated ability for innovation, critical thinking, strategic, and analytical skills in leading diverse and agile organizations.
  • Demonstrated successful record of willingness to take and accept risk, leveraging cutting-edge technologies, and leading change within an organization.
  • Demonstrated ability to plan and execute information resources budget and management.
  • An outstanding record of service in cyberspace, information operations and financial management and knowledge of current legislation and policy
  • Demonstrated ability to represent the university in public;
  • Demonstrated ability to act with discretion, maintain confidentiality and professional demeanor at all times and operate with the highest standards of personal and professional conduct.
  • Desired Qualifications:
  • Strong knowledge of interagency interaction and processes to include experience with the National Security Council (NSC) at some level or capacity.
  • Experience working with Office of the Secretary of Defense at senior leadership level. Policy making and coordination with Assistant and Deputy Assistant Secretaries.
  • Familiarity with the budget and resource process within the Department of Defense.
