Responsibilities

  • Develops emergency plans for fire and other major emergencies that could occur within NIH facilities.
  • Serves as an emergency planning resource for the NIH and is responsible for coordinating NIH resources essential to planning and preparedness functions.
  • Collaborates with senior managers in the Office of Research Services and other NIH program managers in formulating emergency response and recovery plans relative to or involving their program objectives and developing response and recovery plans.
  • Leads the NIH in readiness exercises conducted or sponsored by local, state, and federal agencies (e.g., Public Health Service (PHS), Federal Emergency Management Agency (FEMA), Department of Defense (DoD), etc.).
  • Represents the NIH at meetings, conferences, and working groups with local, state, and federal organizations and coordinates NIH activities required by these groups.

Qualifications

In order to qualify for a Emergency Management Specialist, GS-0089 position at the GS-09 level, you must have:
A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR
B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: working with higher level emergency management specialists in scheduling, coordinating, and conducting evaluation drills; assisting in the development of response plans and exercises to test readiness; assisting in the development and presentation of emergency management training to a diverse audience; monitoring incoming emergency notifications to determine further action; OR
C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

In order to qualify for a Emergency Management Specialist, GS-0089 position at the GS-11 level, you must:
A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR
B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in the development of emergency response plans including natural disaster and fire protections; working on a team planning emergency recovery and/or mitigation activities; and developing hazard plans, risk assessments, vulnerability assessments, and coordinating training and preparedness initiatives; OR
C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

In order to qualify for a Emergency Management Specialist, GS-0089 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing emergency response plans for an organization; leading or co-leading a team responsible for planning emergency recovery and/or mitigation activities; preparing post-exercise analyses to identify deficiencies and recommend changes to improve responses; coordinating response actions with local government.
