On-Site Program Manager (PM) 4000 Arlington Blvd, Arlington, VA 22204 Security Clearance Requirement: Secret US citizen Culmen International is recruiting for a On-Site Program Manager (PM) to work full-time on-site in Arlington, VA. This position will serve as the direct supervisor for all contract staff performing services under this contract supporting the Department of State (DOS), Foreign Service Institute (FSI). Position Description The Program Manager (PM) must demonstrate the experience, skills, and authority to manage and work in a multicultural setting. The PM will be required to be on-site at government facilities every day. Role and Responsibilities Providing inspection of contractor staff hours and services, utilizing spot checks and other methods,. Prepare and send Weekly Attendance & Leave Reports that verify the schedule and hours work of each contract employee in the prior week. Prepare and send monthly status reports; Work closely with government officers to ensure effective and uniform contract administration as appropriate across FSI's Schools and Center. Assists the Contracting Officer in mapping program vacancies and needs to applicable contract labor categories. Track vacant/open positions, and facilitate the screening and replacement of backfill positions, ensuring all candidates are appropriately qualified prior to submission to the COR for candidate screening Act as the primary point of contact and liaison between Culmen and the Contracting Officer Representatives (CORs). Coordinate with COR/ACORS/Government Technical Monitors (GTMs) to provide appropriate technical and procedural direction to contractor staff. Meet with Contracting Officer (CO), COR, ACOR, or GTM as needed regarding contractor performance and/or conduct, planning, and status updates Monitor performance of contracted staff. Provide coaching, mentoring, counseling direction, etc. to contractor staff when issues requiring intervention arise. Facilitates the badging of new contractor staff and the escort of new staff to security briefings, as appropriate The PM schedule is 8:15AM to 5:00PM, with a non-billable mandatory 45 minute lunch break. Required Experience and Qualifications Bachelor's Degree in Business Administration or a related academic discipline Project Management Professional (PMP) Certification Minimum five (5) years of experience managing a federal contract workforce of comparable size (100+) or six (6) plus years of progressively increasing management responsibilities in a government agency setting Demonstrated experience managing federal contracts in excess of $5 million annual expenditures Experience administering or managing contract(s) subject to the Service Contract Labor Standards (SCA) and the Fair Labor Standards Act Excellent verbal and written communication skills in English Proficiency using Microsoft Office Suite programs sufficient to perform assigned PM duties Demonstrated leadership skills and experience to coordinate with various organizational stakeholder CORs / ACORs/GTMs Desired Experience Demonstrated contract management experience in an educational or training context with an emphasis on adult learning Prior experience with the Department of State
