The successful incumbent in this position is responsible for reviewing and inspecting site and development plans and the daily progress of multiple construction projects to ensure compliance with local, state and federal building codes and standards. Inspects the daily progress of multiple construction and utility projects; ensures conformance with approved plans, and local, state and federal laws, codes, standards, and specifications; records daily activities; performs duties associated with site inspections; determines if active construction sites meet or exceed the requirements of the Virginia Work area protection standards; creates technical punch lists to ensure contractors and utility providers are complying with standards and specifications; issues corrective actions and code violations as needed to obtain compliance; maintains all related documentation. Inspects all aspects of site development related to erosion and sediment control and construction of public infrastructure including, but not limited to, curbs and gutters; sidewalks; sub-base and base; asphalt; storm sewers and paved ditches; slope and grade of ground around projects as contractors build; proper grade and alignment of sewer and waterline installations; proper placement of cradle and encasement for pipe; and use of proper materials. Reviews civil engineered site and subdivision plans and revisions to determine conformance with local, state and federal standards, specifications, and regulations; determines if the plan is acceptable for approval. Performs inspections of erosion and sedimentation control and site construction in accordance with applicable codes and policies; issues corrective actions and code violations to contractors if they are not in conformance with State and local laws, codes, standards, and specifications. Reviews field changes with civil engineers and contractors; determines if field changes meet local, state and federal codes; makes recommendations with regard to the need for formal plan revisions; makes technical decisions on the changes; provides technical information and documentation to civil engineers when it is determined that the changes can be addressed on the as built plans; reviews as built plans to ensure field changes are included on the plans; determines approval or denial of plans. Provides technical documentation and support to the City Bond Administrator for the purpose of maintaining and/or reviewing Performance Bonds and Erosion Control Bonds and agreements; prepares consent agenda for City Council for the purpose of Bond Reductions or Release; updates and maintains technical manuals. Responds to citizen complaints for utility providers; seeks resolutions of issues; conducts investigations of complaints regarding utility provider noncompliant activities; contacts utility providers to resolve noncompliance or safety hazard issues; conducts follow up inspections and communications with both citizen and utility provider. Researches, compiles, and summarizes a variety of informational and statistical data; writes technical documents for the purpose of updating the Design and Construction Standards Manual; recommends improved methods and policies to be included in the Design and Construction Standards Manual. Answers questions and provides guidance regarding compliance with City codes, ordinances, Design and Construction Standards Manual, DCR Virginia Erosion and Sediment Control Handbook, Virginia Department of Transportation Road and Bridges Specifications, Virginia Work Area Protection Manual, policy and procedure manuals, computer manuals, codes / laws / regulations, publications and reference texts, etc. Operates a City vehicle and a variety of office equipment and machinery such as computer, printer, etc. Uses a variety of tools such as engineering level, engineering rule or tape, scale, thermo laser, probing rod, standard office tools, etc.; a variety of supplies such as inspection report forms, standards of testing certification forms, legal paper, writing instruments, general office supplies, etc.; and a variety of computer software such as HTE, Geographic Information System, Microsoft Office, Cyberlink PDF, Photo Uploader, etc. Performs other duties as assigned.
