Job Summary This position is located in the Office of Unemployment Compensation (OUC), Compliance division. The incumbent will work cooperatively as a liaison with various levels of DOES and Office of Administrative Hearings (OAH) staff to meet developmental needs and coordinate to review proposed projects, activities and audit recommendations. This position functions as the Supervisory Unemployment Compensation Claims Examiner within the OUC Compliance division. The incumbent is responsible for general oversight, planning, directing, coordinating and monitoring staff activities involved in providing services to unemployment compensation customers. The incumbent also serves as an advisor to the Unemployment Compensation Compliance Officer on matters relative to the appeals and adjudication of unemployment insurance (UI) claims. Duties and Responsibilities Supervises the work performed by the OUC Appeals unit including hearing examiners and support staff ranging in grades CS-02 through CS-12. Assigns priorities to ensure that work activities are properly conducted and completed in a timely manner. Responsible for the management, review and safekeeping of all OAH-issued appeal documents and cases. Timely reviews and processes all OAH-issued final orders to ensure accurate data validation. Provides, assigns and manages all OUC representation in complex administrative hearings before OAH. This includes attending OAH hearings as a DOES representative, assigning cases to subordinate hearing examiners and performing all functions related to case and calendar management. Ensures all case exhibits are timely filed. Timely responds to all pre- and post- appeal hearing motions and briefs. Monitors performance and manages required reports for Federal performance monitoring. Participates in case auditing. Oversees the development and update of standard operating procedures. Reassigns work and/or personnel to more effectively accomplish the assigned workload or to maximize services to customers. Provides litigation support to the DOES Office of General Counsel. Counsels and trains staff on matters relative to productivity and other work-related issues. Analyzes new and proposed legislation and regulations to determine the impact on the OUC program operations and management. Prepares detailed memoranda regarding appealed UI cases and UI appeal trends. Assures that (1) all information concerning operations of the District's UI program are readily available to the public; (2) sufficient copies of "Claimants/Employers Rights" are current and readily available and accessible to the public; (3) subordinate staff are knowledgeable about current UI regulations and are providing this information to customers; and (4) customers requiring services beyond what is available to them in OUC are referred to other appropriate service areas, including but not limited to OAH. Reviews completed work to determine compliance with policies and program objectives and adequacy of completed staff work. Determines the need for, recommends and performs additional training to ensure optimum staff performance, career development, utilization of skills and the interchangeability needed for varying work demands. Qualifications and Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization to include but not limited to, review, adjudication, or authorization of claims for the payment of benefits to individuals under law, contract, or governmental order. Degree from a four-year college or university and at least five years of supervisory experience preferred. Licensures, Certifications and other requirements None. Work Conditions/Environment The work is performed in a typical office environment. Pay Plan, Series and Grade : MS-0901-13 Salary Range : $ 93,776-$ 131,286; based on funding Collective Bargaining Unit : This position is not covered by a collective bargaining agreement. Position Designation : In accordance with Chapter 4 of the DC personnel regulations, Suitability, this position has been deemed as security-sensitive. Accordingly, you must successfully pass a criminal background check and will be subject to periodic criminal background checks for the duration of their tenure. Residency Requirement : Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment. If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
