WMATA's Rail and Bus Infrastructure Renewal Office (RBIR) is seeking multiple qualified candidate for the position of Construction Engineer - Communication to join the $400M Radio and Fiber Infrastructure Replacement Project.

The Construction Engineer will focus on providing expertise and assist in the management of activities encompassing the planning, technical direction, administration and construction of the Authority's radio communication installation and rehabilitation program. Responsibilities include but not limited to review of radio fiber plans/specifications for constructability purposes, day-to-day construction management of assigned construction contracts ensuring compliance with Authority plans and specifications and providing technical expertise and recommendations to the Assistant General Superintendent and Project Managers and department leadership teams on the status of assigned projects.

The Ideal candidate will have experience in the planning and coordination of complex construction contracts in the communications/cable installation field and have extensive knowledge working in an active transit environment.

Minimum Qualifications:

  • Bachelor's Degree in Electrical, Communications or Electronic Engineering Systems
    • In lieu of a Bachelor's Degree in Engineering or related discipline, a High School Diploma/GED and four (4) years of a combination of training, coursework and engineering or construction related work experience, in addition to experience stated below, will be considered

  • Seven (7) years of experience monitoring large complex construction or fiber/communications engineering programs in an operational environment.

  • Valid Driver's License
  • Roadway Worker Protection (RWP), Level 4 within 15 months of hire

  • Technical Certification/Licenses - BICSI Installer - Optical Fiber

Job Summary/Duties:

The Construction Engineer, Communication supports and participates in the technical management for the planning, technical direction, administration and construction of the assigned rehabilitation/upgrade programs within WMATA. The Incumbent serves as the Communication Construction Engineering subject matter expert within the designated WMATA office.

  • Manages assigned Communications Systems Construction Contracts and performs roadway and non-roadway substantial completion and final inspections of completed work to ensure compliance with technical specifications and drawings.
  • Ensures that all work schedules are coordinated with personnel / contractors, appropriate WMATA staff, field elements and impacted stakeholders. Assists in the oversight of the acquisition, allocation, accountability, and management of facilities, equipment, and supplies needed by, or assigned/ provided to, assigned area(s).
  • Represents the Project Manager on designated projects, ensuring that facilities and systems are constructed within schedule and thoroughly coordinated with operational departments, with limited impact on Rail revenue operations.
  • Assists managers on decisions related to the overall management of communication rehabilitation / construction contract modifications, claims and/or required design changes.
  • Reviews communications rehabilitation / construction contract provisions, plans, and specifications to ensure constructability, economy, efficiency and safety, relating to construction activities. Advises required WMATA offices and stakeholders of needed drawing/specification changes, based on past lessons learned and best practices, to reduce potential for contractor change orders, schedule delays and impacts to revenue service.
  • Prepares progress reports and recommendations to Project Managers and Senior Management on the status of assigned projects, ensuring that contract schedules and cost milestones are compliant with contract terms.
  • Supports and assists the Authority's Safety Department by enforcing safety compliance on assigned contracts.


Reviews and makes recommendations related to assigned communication rehabilitation / construction contract payment estimates if required.
