Responsibilities

The primary purpose of the position is to strategically manage and integrate various research projects dealing with Army Human Capital enterprise, Human Dimension, Ready and Resilient studies, Risk assessment studies and human capital enterprise data sharing and analytics in order to design and recommend future readiness capabilities and adopt evidence based capabilities to improve readiness, acquire, develop and employ talent. This position will lead working groups to present findings of ongoing and future research to translate findings into policy and program efforts as they relate to the Army Human Capital Enterprise, leveraging advanced data analytics and Human Dimension Initiative, which encompasses wide-ranging discussion, research, and investigations into what impacts the performance, reliability, flexibility, endurance, and adaptability of an Army made up of Soldiers, their families, civilians, and contractors. Represents the ASA (M&RA) when coordinating with and influences decisions through daily interface with the HQDA, OSD and The National Institute of Mental Health. Plans and executes strategic engagements for the Army and external audiences. Receives general administrative supervision from the Principal Deputy, Assistant Secretary of the Army(PDASA). Guidelines are received in terms of broad plans, policies, and programs promulgated by the PDASA for the M&RA enterprise and the Assistant Secretary of the Army (Manpower and Reserve Affairs) (ASA, M&RA),many of which are developed based on the recommendations of the incumbent. The nature of the functions requires independent work with a high order of originality, foresight, and creativity. Additionally, incumbent of this position is required to routinely interact with and represent the ASA (M&RA) at the highest levels within the Army and OSD. Work is primarily evaluated by the overall impact on the quality of long range planning, quality of developments products and research studies and analyses; integration of future capabilities and systems into current human dimension issues to accomplish the Army's readiness mission. Manages projects of contract personnel to ensure compliance with contract and the Army mission.

TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A narrative statement specifically addressing each mandatory technical qualification. TQs must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 4 pages total. TQ using 12 pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ1: Demonstrated ability to develop a complex multi­dimensional organizational schema in the design of Human Dimension and Human Capital programs.

TQ2: Demonstrated knowledge and experience in formulating research requirements and the use of research and advanced analytical tools to develop and modify personnel programs.
