Summary

This is position is in The Department of Transportation (DOT), Office of the Secretary (OST), Office of the Assistant Secretary for Budget and Programs, and Office of Financial Management. The mission of the Office of Financial Management is to ensure the Department has sound financial management policies, standards, and systems consistent with DOT goals and programs to ensure the financial information needs of both internal and external customers are met.

Responsibilities

As a Financial Analyst, you will:
  • Review and coordinate accounting record and promptly prepares apportionments, allotments, and operating plans.
  • Monitor, track, and report on program obligations.
  • Prepares and analyzes existing and proposed spending and financial documents, including apportionments (SF 132s), allotments, operating plans, and budget execution reports (SF 133s), with guidelines set by the Secretary, OMB, and the Congress.
  • Respond quickly and effectively both verbally and in writing to information requests, program issues, and a wide range of questions from top management that are raised on a day-to-day basis.
  • Provide advice and assistance to staff on a variety of budgeting and financial management issues.
  • Analyze the budget of one or more Secretarial Offices within the Office of the Secretary on a continuing basis to develop verbal and written recommendations on budget-related action for the OST CFO, Deputy Assistant Secretary, and DOT CFO.
  • Process buyer and seller inter-agency agreements.

The Ideal Candidate: The Office of the Assistant Secretary for Budget and Programs and Chief Financial Officer is looking for a seasoned, motivated and self-reliant professional who has extensive knowledge in the area of financial management financial management processes (i.e. budgetary, financial, procurement and property functions); providing advice on cost accounting and billing procedures; specifically, with inter-intra agency agreements; and understands a customer service organization.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience in financial management processes (i.e. budgetary, financial, procurement and property functions); providing advice on cost accounting and billing procedures.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience in inter-intra agency agreement processing; planning and conducting financial management of complex administrative process (i.e. budgetary, financial, procurement and property functions); providing technical advice on cost accounting and billing procedures.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  • Accounting Operations - Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability.
  • Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
  • Communication - Knowledge of the production, communication and dissemination of information via written, oral, and visual media.
