Summary

This position is located in the Office of Federal Contract Compliance Programs (OFCCP), Division of Policy and Program Development (DPPD), Branch of Training, Education, and Program Development (BTEPD). The purpose of OFCCP is to enforce the contractual promise of affirmative action and equal employment opportunity required of those who do business with the federal government.

This position is in the bargaining unit and the full performance level is GS-13.

MAJOR DUTIES:
  • Plans training projects through a systematic procedure and documents the tasks to be completed.
  • Identifies specific training needs, and provides recommendations for solutions.
  • Analyzes the tasks performed.
  • Develops clearly -defined learning objectives and the methods.
  • Directs and participates in the development of scripts, storyboards or speaker notes for training.
  • Directs and participates in the development of course content, assessment activities, and evaluations.
  • Ensures course delivery.
  • Ensures course completion is recorded in the learning management system and informs the learner of their score.
  • Prepares written reports on training that summarizes the evaluations and makes recommendations for continuous improvement.

Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection.

Qualifications

Basic requirement: Degree, that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled.

The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to the basic requirement you must also have the specialized experience in order to be found qualified.

Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:
  • Plans training projects, to include, setting timeframes and ensuring completion.
  • Identifies training needs and recommends training solutions.
  • Develops learning objectives for training.
  • Determines course delivery methods.
  • Develops course content and assessment tools.
  • Prepares written summaries of training and makes recommendations for improvement.
