Summary

The Office of Infrastructure Finance and Innovation develops DOT-wide policies to improve rural and tribal transportation issues as part of the Rural Opportunities to Use Transportation for Economic Success (ROUTES) initiative. ROUTES develops guidance and information for rural stakeholders to provide access to DOT funding and financing for transportation needs such as roads, bridges, electric vehicle infrastructure, safety, or other rural needs identified by the Department.

Responsibilities

As a Transportation Specialist, you will:
  • Gather data and analysis of DOT's discretionary grant programs, track DOT's performance in incorporating rural considerations into them, and develop new concepts for improvement of the grant processes across the Department.
  • Conduct policy research and analysis on transportation infrastructure issues, problems, and proposals concerning rural transportation; and systematic review, analysis, and documentation of ROUTES efforts, incorporating results to identify areas of improvement
  • Develop outreach events plan by identifying potential outreach venues, maintaining a schedule of events, planning and executing educational and outreach sessions and presentations at events and conferences, or with stakeholders; in coordination with public affairs/intergovernmental elements.
  • Do not delete the LI brackets to the left and right of these statements as these set it up to be a properly bulleted list
  • Utilize website content, updates, and improvements, to help expand the ROUTES website into a "one stop shop" for rural resources and data.
  • Prepare presentations and other products to communicate status and findings on ROUTES activities to leadership within the Department.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
  • Experience researching, identifying, and analyzing transportation infrastructure (i.e., bridges, aviation airports, railroads, navigable waterways, roads, public works projects, etc.) or other infrastructure, project development or financing program data to discern interrelationships and provide factual/analytical information for use in reports or policy decision makers.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience with surface transportation infrastructure (i.e., bridges, railroads, maritime ports, navigable waterways, roads, transit networks, public works projects, etc.) program activities, laws, regulations, or standards as a regular and recurring part of your employment.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience with surface transportation infrastructure (i.e., bridges, railroads, maritime ports, navigable waterways, roads, transit networks, public works projects, etc.) program activities, laws, regulations, or standards; AND applying marketing/partnership methods and techniques associated with government/state-financed transportation infrastructure projects/programs in accordance with applicable laws, regulations, and policies as a regular and recurring part of your employment.

You cannot qualify on education at the GS-12 and GS-13 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Transportation - Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits.
  • Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
  • Marketing - Promoting surface transportation infrastructure products and services, including market research, outreach, and advertising.
  • Technology Application - Uses machines, tools, instruments, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.
  • Database Administration - Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems.
