Summary

This position is located in the Bureau of Population, Refugees and Migration (PRM). The incumbent assists in development and implementation of humanitarian programs and policies; liaises with a broad range of international and/or non-governmental organizations and with other government agencies involved in humanitarian assistance; collects and analyzes program activity information; and supports efforts to protect and assist refugees and vulnerable migrants.

Responsibilities

  • Provides authoritative analyses of program and/or policy performance data to track and evaluate progress against both short- and long-term humanitarian objectives and recommends appropriate action for PRM engagement.
  • Leads efforts to research, analyze, develop, and recommend, policy, program, and operational improvements to meet short- and long-term U.S. foreign policy and humanitarian objectives.
  • Performs analytical and evaluative work associated with humanitarian programs or policies for his/her/their portfolio, including for NGO projects as well as contributions to international organizations.
  • Analyzes program information, tracks trends, identifies anticipated resource gaps, and prepares program and/or policy status reports for review at all levels within PRM and the Department.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience advising senior officials on developing and implementing humanitarian programs and policies.
  • Experience using qualitative or quantitative methods to analyze, assess, and improve program effectiveness on PRM humanitarian assistance programs

There is no substitute of education for specialized experience for the GS-13 position.

  • Ability to communicate persuasively on complex humanitarian issues.
  • Knowledge of, and experience in, evaluating refugee populations.
  • Knowledge of program / project management techniques.
  • Ability to monitor and report on refugee assistance programs.
  • Ability to perform management and program analyses.
