Summary

This position is for a Registered Nurse (RN) for the Mental Health Domicilary/PTSD Unit at the Salem VAMC. The RN provides full range of direct nursing care to Veteran's in any of the mental health units including the acute secured inpatient mental health unit, and the residential treatment programs of PTSD and Substance Abuse. The RN collaborates with services to facilitate care and transitions to meet the Veteran's needs and provides education based on individualized Veteran needs and goals.

Responsibilities

The Mental Health RN is directly responsible to the Nurse Manager of their specific unit. The RN is responsible and accountable for all the nursing process when providing and/or supervising direct patient care in the charge nurse role. The RN performs initial assessment and re-assessment of conditions and response to treatment as well as any other clinical findings. Assesses Veteran learning needs, develops and implement plans to meets their needed and educates Veterans and families in self-care and treatment measures. Manage medications and administer prescribed therapies using appropriate judgment. Accurately and timely documents in the medical record, medications, assessment, finding and care provided. Administers medication and treatments in accordance to established polices and standards of operating practices.

The Mental Health RN will demonstrate working practices that include adherence to Infection Control standards and the safe use and operation of equipment and follow medical center and service/service-line safety policies, procedures and protocols to avoid injury and/or illness to self and others. Employee prepares all reports and documentation pertaining to employee injuries within established time frames utilizing the ECOMP system. The RN will demonstrate expertise in therapeutic communication skills, as well as critical thinking skill in identifying, analyzing, and resolving Veteran care issues.

Duties and responsibilities for this position include but not limited to the following:
  • Uses sound clinical judgment in ensuring the delivery of care to the patient population in MHC and associated areas.
  • Anticipates and recognizes medical/psychiatric emergencies and initiates or lead other to implement appropriate and timely actions.
  • Documentation is technically informative, complete, accurate, consistent, concise and timely.
  • Safeguards patient privacy and maintains confidentially of all electronic and printed patient information according to HIPPA guidelines, the Privacy Act, and as stated in the Medical Center Memo on ADP Security. Maintains confidentiality of assigned access code and by exiting system when leaving terminal. Does not share security codes and does not allow others to use the computer under own security codes.
  • Effectively plans patient care and nursing resources for maximum productivity, efficiency and positive patient outcomes.
  • Takes action to achieve goals identified in the evaluation process.
  • Promotes patient care problem solving by actively participating or leading the interdisciplinary meeting to facilitate collaboration and the achievement of identified goals.
  • Demonstrates effective working relationships with professionals and supports personnel within the medical center and the community.
  • Partners with others to effect change and produce positive outcomes through knowledge sharing.
  • Engages in teamwork and conflict resolution.
Work Schedule: Full time, Day Tour
Tour of Duty: Days; 7:30am to 4:00pm Monday through Friday (weekends as needed and rotating holidays )

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2021.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN ) or The Commission on Collegiate Nursing Education ( CCNE ). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • Current ACLS from the American Heart Association
  • Current BLS from the American Heart Association
  • Psychiatric Nursing experience within the last three years

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.

Physical Requirements:
The RN is required to meet the physical standards as outlined on the OF 178 Certificate of Medical Examination. The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. The position requires long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring Veterans and objects may be required. Staff may be exposed to infected patients and contaminated materials and may be required to don protective equipment in isolation situations, operative/invasive procedures or home settings. The RN may also be exposed to Veterans who are combative, secondary to delirium, dementia or psychiatric disorders. The RN must be capable of working effectively in stressful situations and be able to shift priorities based on Veteran needs. BLS and PMSB are required.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
