Summary

About the Position: This position is located within the Defense Health Agency Headquarters Healthcare Operations, Pharmacy Operations Division, in Falls Church, VA. Incumbent serves as Chief of Pharmacy Operations Division, responsible for operational implementation of the Enterprise pharmacy benefit. Provides continuous management and oversight of the Enterprise pharmacy benefit for accessible, high quality and cost effective pharmacy services for Military Health System beneficiaries.

Responsibilities

  • Serve as Chief of Pharmacy Operations Division, providing executive leadership and technical direction on organizational, operational, and administrative matters pertaining to Military Health System pharmaceutical operations.
  • Advise Defense Health Agency Director and senior leadership on policy development, operating goals, and strategic objectives for pharmaceutical operations.
  • Develop common pharmaceutical metrics, uniform business rules and performance reporting structures and communicate strategic priorities, targets, and initiatives to the workforce.
  • Conduct executive planning, programming, budgeting, and execution for DoD Pharmacy Program funds, and align incentives to drive provider and pharmacist behavior change.
  • Collaborate with senior officials, Congressional committees and other government and non-governmental agencies to ensure consistent integration and implementation of DoD pharmaceutical policies.
  • Oversee, negotiate, and manage centralized/enterprise requirements and contracts for pharmaceutical purchased care, mail order, prime vendor, and joint contracts with partnering agencies.
  • Assign work to subordinate managers, initiate personnel actions, and prepare civilian performance evaluations.
  • Advise staff regarding consistent implementation of pharmaceutical policies, procedures, and directives of management.

  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Education- A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Licensure- Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Specialized Experience- In addition to the licensure and educational requirements described above, a minimum of one year of specialized experience which includes providing executive leadership in support of a national/global pharmacy benefit; managing organizations that provide direct and purchased care services; and coordinating with Federal organizations to implement pharmaceutical policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
