Product Manager Overview: C-HIT is seeking Product Manager to support our CMS customer for this immediate-hire role. This role will be remote until the pandemic is resolved. Strong preference given to candidates within a 30-mile commuting radius of Columbia, MD. Going forward, our team will have a hybrid on site model US Citizenship or Green Card About the Customer and C-HIT: C-HIT supports CMS in some of its most important initiatives: Managed Cloud services, enterprise identity management solutions, fighting Fraud, Waste and Abuse (FWA), and world class DevSecOps to enable our Portal Operations teams. We are one of the largest SPARC SB contractors and are a leader in the CMS contracting community. In the last two years, we have won seats on major new contracts. Further, our two enterprise contracts were recently recognized through the FedHealthIT Innovations awards in 2020 and 2021. Each day, our teams work hard to ensure CMS has the platforms, security boundaries, and insights it needs to provide health care benefits to millions of Americans. The Product Owner is part of the Product Lifecycle Management (PLM) organization. The PLM organization is responsible for defining new product features and enhancements, and for directing activities to ensure the timely development and delivery of reliable and efficient solutions to business requirements. About the Role: The product manager focusses on the market, sales, customer, feature definition and forecasting side of the PLM organization. The product owner is primarily focused on aligning the architecture, resourcing, development, engineering, scheduling and delivery side of the software and hardware product development. The Product Owner partners with a Product Manager and oversees new products and feature enhancements, planning and directing activities to ensure the timely development and delivery of reliable and efficient solutions to business requirements, and developing acceptance criteria to validate that the resulting product meets market/customer requirements. This position is primarily focused on the systems architecture, resourcing, development, engineering, scheduling and delivery side of the product management organization. The PO defines the sprints, collaborates with the scrum masters, works with teams and individual developers to ensure delivery is timely, complete and of the highest quality. They determine the completeness of a product and declare it ready for release to customers. Product Owners also work with the support organizations to ensure that they have the technical training necessary to properly support customers. Great product owners can come from anywhere but are more typically trained engineers with project management training and engineering degrees. During the product development process, the product owner collaborates with the teams to define the sprints and ensure delivery is timely, complete and of the highest quality. Product owners determine the completeness of a product and declare it complete to be submitted to product managers for acceptance. Product owners also work with the support organization to ensure that operational issues are properly addressed within the engineering workflows. Mission: Embody a product leadership attitude Be the voice of the customer Value the voice of the engineering Responsibilities: Work with Product Manager(s) and customers to understand approved business and use cases, to translate them into executable tasks Own prioritization of the work based on stakeholder needs Maintain the conceptual and technical integrity of the features Develop subject matter expertise related to products Serve as sole interface with scrum/project team(s) by working with key project stakeholders and consolidating, validating and filtering requests for new requirements Identification and escalation of issues/obstacles to deliver the product as defined Responsible for delivering finished product (including documentation, adequate testing, appropriate functional and performance capabilities) Building a relationship with the teams based on trust and mutual respect Being able to listen, to show empathy, but also be decisive and be able to communicate clear and concise Work with Product Manager(s) to understand approved business cases and translate them into executable product use cases and scenarios Develop subject matter expertise related to products and technical best practices Serve as sole interface with scrum team(s) by working with key project stakeholders and consolidating, validating, filtering requests for new requirements impacting engineering work Own prioritization of the product backlog including definition of user stories and acceptance criteria Work with assigned engineering scrum teams to plan workflow, define user stories and acceptable criteria Define sprints and manage backlog to plan Identification and escalation of issues/obstacles to delivering the product as defined Responsible for delivering a complete system to the company Responsible for delivering finished product (including documentation, adequate testing, appropriate functional and performance capabilities) as co-defined with Product Manager You will be responsible for leading an internal startup by: Using data analysis to improve features and inspire new product ideas Engaging in user research to understand their users Fleshing out ideas with wireframes and mockups (in conjunction with designers) Working with engineers and designers to define product requirements and ship features regularly Analyzing data, including analytics and A//B testing results Qualifications: Proven experience in setting direction for technology teams, prioritizing development activities, and driving new product development investments in an organization using Agile methodologies. Experience functioning in a fast-paced Product Owner role. Ability to lead teams and drive projects to successful outcomes. Leadership in a technical environment with demonstrated communication skills (written and verbal) Background in engineering preferred; must be able to understand the technical aspect of the product 3+ years of experience functioning in a fast-paced Product Owner or similar role Ability to effectively partner with Product Manager to translate market and customer needs into consumable Epics and Stories with tangible acceptance criteria for engineering organization Experience in satellite communications, networking or telecommunications Experience managing release activities Ability to lead teams and drive projects to successful outcomes Demonstrated ability to ramp up on new technologies quickly Agile certification a plus Self-starter with a sense of urgency Preferred Qualifications: Health domain experience Experience with SQL Experience with RESTful web services Experience with analytics and visualization tools such as Google Analytics, Google Tag Manager, Tableau Education: STEM related Bachelor of Science C-HIT is an equal opportunity employer committed to upholding equal treatment to all staff.
