Job Summary: Incumbent serves as the Inspector General, US House of Representatives. The Inspector General is accountable for the evaluation of internal controls, organizational structures, and determining the extent and quality of conformance with policies and procedures within the House. In collaboration with the deputy inspector general, provides executive management to the Office of Inspector General (OIG) and its major areas of responsibility including the performance of Information Systems Audits, Management Advisory Services, Performance Audits, Financial Audits, Investigations, and internal OIG administration. Directs the mission and functions of the Office of Inspector General whose purpose is to: 1) Provide audit, investigative, and advisory services to the House and joint entities in a manner consistent with government-wide standard including periodic audits of the financial and administrative functions of the House and joint entities. 2) Inform the Speaker, the Majority Leader, the Minority Leader, the Chairman and Ranking Member of the Committee on House Administration, and the Chairman and Ranking Member of the Subcommittee on Legislative Branch Appropriations by means of the reports required by House Rule II, concerning the results of audits, investigations, and advisory services. 3) Recommend policies for activities that promote economy, efficiency, and effectiveness in the administration of programs; help prevent and detect fraud and abuse in such programs and operations, and ensure compliance with laws and regulations. 4) Inform the Speaker, the Majority leader, the Minority leader, and the Chairman and Ranking Member of the Committee on House Administration when financial irregularities or possible violations of House rules or laws applicable to the performance of official duties or discharge of official responsibilities are uncovered. 5) Notify the Committee on Standards of Official Conduct of information involving possible violations by any Member, Officer, or employee of the House of any rule of the House or of any law applicable to the performance of official duties or the discharge of official responsibilities which may require referral to the appropriate Federal or State authorities pursuant to clause 4(e)(1)(C) of House Rule X. Supervisory Controls: The Inspector General is subject to the policy direction and oversight of the Committee on House Administration. The Inspector General is appointed for each Congress by the Speaker of the House, the Majority Leader, and the Minority Leader, acting jointly. ## Qualifications: An accomplished audit professional who is technically qualified to ascertain, formulate, and recommend policies, plans, and programs for audit, advisory, investigative services. This includes the following: 1) reviews of computer security, operating systems, information systems, network hardware and software, information resources management; 2) performance audits, financial audits, and investigations of the House and its joint entities in order to evaluate the effectiveness of internal controls, the economy and efficiency of operations, and to detect and help prevent fraud and abuse in such operations; 3) advisory services to evaluate and recommend business process improvements using a risk-based approach. Specifically, extensive experience and knowledge of auditing; internal controls; information systems; management techniques; process improvement approaches; financial management activities; and human resources. Incumbent will also be responsible for administering the full complement of administrative support services for an Office of Inspector General. This includes quality assurance, contracting, training, information system management and general office administration. Must have skill in establishing and maintaining effective working relationships with high ranking officials and is effective in oral and written communications. An undergraduate degree is required; a graduate degree in accounting or management, and/or certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA) is desirable.
