Performs transportation funds programming, cyclical budgeting activities, and liaison duties on behalf of Fairfax County. Manages Fairfax County’s Fund 40010 (County and Regional Transportation Projects), and oversight of service district revenues, and proffer funds; collectively managing and overseeing over $100 million annually in transportation revenue. Assists with the management of all funds used for the implementation of Fairfax County’s Transportation Priorities Plan (TPP). Development of funding strategies for transportation projects, and creation and monitoring of capital program cash flows. Pursues transportation funding from federal, local, private, regional, and state sources and assists in development of project funding agreements with government and regional agencies. Analyzes transportation policy issues and provides recommendations. Assist in the development and implementation of business processes, identifying workflow issues and developing solutions. Oral and written interaction with other county staff, elected officials, and external parties. Supervision of one or more transportation planners. Responsibilities include:

  • Identifies potential opportunities to reallocate funding, and revenue forecasting for the formulation of the TPP. Development and submission of transportation elements of the County's Capital Improvement Program (CIP). Preparation of area specific and countywide funding plans and tracking progress of transportation improvements and funding in such plans.
  • Develops and secures interagency project funding agreements. In coordination with internal and external departments and agencies, works to advance transportation projects through the agreement process (consensus of language, internal/external approvals, Board approval, execution, follow up). Follow up to ensure proper funds appropriation.
  • Identifies and secures potential funding for transportation capital and operating projects. Prepares grant applications for state, regional, and federal programs; and assists in reporting progress to funding agencies. Assists in all efforts associated with securing grant funding (e.g. outreach, Board approvals, grant agreements, etc.)
  • Prepares written documents and gives oral presentations for elected officials, public agencies and private entities.
  • Off-site meetings and site visits may require the operation of a personal and/or County vehicle.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Education and experience in one or more of the following areas: transportation, transportation funding for roadway, transit, and multimodal projects, or transportation funding oversight;
  • Experience in managing transportation funds, and large-scale budgets;
  • Experience in monitoring and developing capital improvement programs for transportation projects;
  • Experience in pursuing federal, state, and regional grants (e.g. Commonwealth of Virginia’s Smart Scale Program, federal discretionary grant programs, Northern Virginia Transportation Authority (NVTA) Six Year Program) and developing funding strategies;
  • Experience with local and state governments, boards, commissions, authorities and transportation agencies;
  • Experience with SAP financial/accounting software
  • Experience in supervising professional staff
  • Ability to analyze transportation and policy issues at the state or federal level;
  • Ability to identify work-flow issues and develop solutions;
  • Strong analytical, verbal and writing skills.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Work is generally sedentary. All duties performed with or without reasonable accommodations.
