Job Announcement

Under supervision of the Talent Development Director, the incumbent will analyze, design, develop, deliver, implement, and evaluate multimodal learning and development (L&D) solutions focused on developing the staff of the Fairfax-Falls Church Community Services Board (CSB). Some of these multimodal solutions would be arranged to be conducted or developed by vendors or internal content experts. The multimodal formats may include but may not be limited to classroom instructor-led, virtual instructor-led, self-paced e-learning, microlearning, informal learning (knowledge articles, job aids, etc.), coaching, mentoring, and blended learning. These solutions may be related to:

  • Behavioral health practices
  • Diversity, inclusion, equity, and belonging
  • Employee engagement and experience
  • Management and leadership development
  • New employee orientation and onboarding
  • Organizational culture and development
  • Professional/soft skills
  • Regulatory compliance

The incumbent will also:
  • plan, facilitate, and evaluate relevant learning and development processes;
  • partner with staff to ensure accuracy, consistency, and timely dissemination of all information;
  • maintain knowledge and ability to effectively use and administer Employee U/Meridian learning management system (LMS), Adobe Captivate, Microsoft Teams, Microsoft Word, PowerPoint, Outlook, Excel, survey tools (Opinio, Microsoft Forms, etc.), and related software programs and technology; and
  • utilize time management tools and efficient and effective communication to accomplish all assigned tasks.

Illustrative Duties

  • Serves as a consultant to departments and agencies on various training/personal development issues;
  • Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, and other personal development programs);
  • Assesses training needs of various divisions/departments and makes recommendations on program offerings;
  • Researches new training programs and makes recommendations on their procurement;
  • Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogues and announcements;
  • Researches technology-based training;
  • Facilitates team-building exercises at the work group or departmental level;
  • Plays a support role in the implementation of various organizational development activities.

Required Knowledge Skills and Abilities

  • Considerable knowledge of adult learning theories;
  • Knowledge of group/team dynamics;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to conduct training needs assessments and develop and present training programs;
  • Ability to manage projects;
  • Ability to facilitate meetings and consult with agency staff and management;
  • Ability to keep current on the latest training theory and practice;
  • Ability to work independently and as a member of a team;
  • Ability to establish and maintain effective working relationships with peers and other county employees.

Employment Standards

Graduation from an accredited college or university with a bachelors degree in education, business administration, public administration, or a closely related field; plus Three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.

  • Valid driver's license.
  • The Mandt System Instructor Certification - Relational, Conceptual, and Technical (Required within 3 months of hire subject to session availability; covered by CSB)
  • Veritas Culture Certified Diversity and Belonging Certification (Required within 3 months of hire subject to session availability; covered by CSB)
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).

Master's degree in a related field.

Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor. Ability to operate keyboard driven equipment; communicate with others; lift up to 15 lbs; and communicate both verbally and in writing . Ability to lift audiovisual equipment, training materials, and set up training room as needed Sufficiently mobile to travel to various sites. All duties performed with or without reasonable accommodations.

Panel Interview and may include a practical exercise.
