Job Announcement

Performs leadership and administrative duties for the 24/7 call center in the Trouble Response Center (TRC) and the 1:00PM - 9:30PM night crew field staff. Oversees and provides direction to the TRC staff that work 12-hour shifts on a rotating basis to dispatch a response to emergencies such as backups, overflows, SCADA alarms; and other sewer-related calls. Also responsible for making work assignments and monitoring the night crew that responds to the sanitary sewer emergency calls and performs after-hours preventative maintenance operations. Directly responsible for preparing daily schedules for field crew using asset management system and GIS on desktop and laptop computers; monitoring compliance with safety regulations and requirements; providing residents, contractors, other County agencies, and the general public with accurate information, and completing and reporting back up and overflow investigations accurately and timely. Duties are performed under the general supervision of the Environmental Services Supervisor.

Note: Position is in the Trouble Response Center - Evening Shift and reports 1:00pm - 9:30pm, Monday thru Friday.

Wastewater positions are responsible for providing uninterrupted sanitary sewer service to residents during inclement weather and/or other emergencies. As such, this position is designated as emergency services personnel. The appointee to this position will be required to participate in emergency callback staffing that is subject to occur twenty-four hours a day/seven days a week (24/7) and may periodically require working 12- to 18-hour shifts.

Required Knowledge Skills and Abilities

  • Comprehensive knowledge of the practices, methods, materials, equipment and tools used in the repair and maintenance of sewer lines, facilities, housing, and/or grounds;
  • Thorough knowledge of safety regulations and practices applicable to the particular area;
  • Thorough knowledge of computers to include computerized maintenance management system;
  • Ability to plan and supervise the work of subordinates and to oversee the work of contractors;
  • Ability to operate heavy vehicles and equipment;
  • Ability to work outside with regular exposure to severe weather, noxious fumes, high levels of dust, etc.;
  • Thorough knowledge of purchasing methods, procedures and policy;
  • Thorough knowledge of automated purchasing/inventory management system;
  • Ability to coach, counsel, train and evaluate employee performance to include safety policies, procedures and practices;
  • Ability to supervise and train others in the operation of a variety of heavy vehicles and equipment;
  • Ability to communicate effectively both orally and in writing;
  • Ability to use personal computers, word processing, spreadsheet software and database applications to prepare reports, documents and keep records to include computerized maintenance management system;
  • Ability to maintain good working relationships with co-workers, contractors, citizens groups, residents and other state and county agencies.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience equivalent to the following: high School diploma or GED issued by a state department of education, and four years of increasingly responsible experience related to the maintenance of municipal facilities and infrastructure from either a public or private organization.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • Commercial driver's license (CDL) Class "B" or higher.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, driving record check, and commercial driver's license screening to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Five years of work experience in the wastewater industry.
  • Good oral and written communication skills.
  • Two years of experience in customer service call center or dispatch office.
  • Team lead or supervisory experience in infrastructure maintenance and/or customer service.
  • Experience using computers systems related to Microsoft Office, GIS, and an asset management programs.
  • Possession of any of the following certifications:
    • Advanced Traffic Control;
    • Confined Space Entry;
    • A Virginia Flagger Certification.
PHYSICAL REQUIREMENTS:
Must be able to walk on uneven areas, such as wooded and marshy areas. Must be able to lift/slide up to 90 pounds with assistance. All duties performed with or without reasonable accommodations.
