Job Announcement

Under general supervision of the Business Solutions Team Manager, serves as the program administrator for the county's $56+ million procurement card program. Manages the contract with the PCard program bank partner and manages any central contract consortium tasks. Analyzes and documents program activity. Explores process improvement at agency, enterprise, and consortium levels. Advises DPMM management on program related issues. Performs program administration, to include program manager training, program documentation, technical support for program applications, and policy maintenance.

Illustrative Duties
  • Oversees the 56+ million procurement card (P-Card) program
  • Pays weekly bills (General Use and Marketplace) in banking software and the County’s SAP system
  • Problem solves if there is an imbalance and works directly with the bank and County Technical Teams to reach resolution
  • Works directly with agency Program Managers on their end-to-end P-Card processes
  • Monitors the P-Card email box, fraud alerts, disputes, p-card adjustments, new applications (ARM), lost and stolen cards, etc.
  • Works on-call in emergency situations, i.e., (inclement weather, pandemics, agency travel, and fraud alerts)
  • Coordinates mass card reissue
  • Promotes spend to enhance maximum rebate
  • Performs a wide range of professional work in multiple administration functions within an organizational unit including analysis and project management
  • Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes
  • Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations
  • Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.
  • Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators
  • Serves as the point-person and liaison within the department and with central county departments regarding a designated program and functional areas of responsibility
  • Prepares reports and presentations of analysis and findings.
  • Supports team members within the Business Solutions team.

Required Knowledge Skills and Abilities
  • Knowledge of the mission, goals and objectives of the organizational unit, program or activities to which incumbent is assigned
  • Knowledge of the principles, practices, and techniques relating to various functional areas of business operation (e.g., financial management, contract administration and management)
  • Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services
  • Ability to identify and describe a range of possible solutions for solving business problems
  • Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data
  • Ability to use word processing and presentation software to prepare documents, create forms, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data
  • Ability to train, lead, and/or supervise paraprofessional staff
Note: The assigned functional areas of this position are procurement, purchasing, contract and vendor management, and/or program administration.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

PREFERRED QUALIFICATIONS:
Experience with central ecommerce and payment programs and program development. NAPCP certification. Experience with customer outreach. Experience with developing and giving training, presentations, and public speaking. Experience with planning and management of large events. Excellent written and oral communication skills. Expertise in basic Microsoft Office applications and other PC-based programs.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a credit check.

PHYSICAL REQUIREMENTS:
Must be able to communicate on the telephone and in person; must be able to operate keyboard-driven equipment. Must be able to stand for extended periods of time. Must be able to handle transport of laptop and convention-related materials (pamphlets, boxes of promotional items, booth set up materials). Must be able to lift 10 pounds.
