Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under direct supervision of the Manager of Site and Technical Services, documents, coordinates and researches existing and new business processes related to site development permit activities and the implementation of Accela permitting software (PLUS). Coordinates with IT staff to properly administer those functions in PLUS. Coordinates with IT staff to ensure department specific goals are achieved with implementation of PLUS.

The successful candidate will:
  • Compile and document existing and proposed business processes (including recommending and implementing process improvement) on Site and Technical Services permit types.
  • Analyze the information gathered in support of Permit processes and assists in the writing of technical documents to support creation and continued maintenance of multiple permit types in Accela permitting software (PLUS).
  • Assist with creating and maintaining SOPs for implementation into PLUS and other business processes.
  • Prepare and present training materials related to the implementation of process improvements and PLUS to internal and external customers.
  • Perform data collection and compilation to maintain databases and dashboards of department metrics.
  • Assist management in measuring and analyzing the effectiveness of business process of technical and professional work related to permit processes and their implementation and use in PLUS. Identifies and implements changes based on the analysis of this information, to ensure positive outcomes, and efficient permitting.
  • Assist in documentation and implementation of business improvements, such as changes to policies, work practices, processes, and procedures.
  • Provide technical assistance to Site and Technical Services as needed.
  • Assist with coordination between CTSC and other agencies and departments.
  • Perform other duties as may be assigned to further the goals and objectives of the department.
  • Comply with county, agency, and job specific training, including but limited to Emergency. Management and Safety related courses. Complies with LDS’s safety program and guidelines.

Note: The assigned functional areas of this position arecustomer service and technical support.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.

Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
  • Ability to analyze permitting processes, make recommendations for improvement and write SOP’s for new processes.
  • Two years of experience of Land Development computer systems (PAWS, FIDO, SharePoint (Nintex), SI2K, GEM, GIS, MAR, ICARE, Acela).
  • Ability to coordinate multiple projects at one time, while working with technical staff as well as staff from other agencies.
  • Two years of experience working in Site related development, including ability to read Site-related construction drawings and plats.
  • Proficient in Microsoft Excel, Word, Publisher and FoxIt Phantom PDF.
  • Excellent verbal and written communication.
  • Strong attention to detail with organizational and analytical skills.

Job is generally sedentary in nature. However, visual acuity is required to read data on computer monitor. Incumbent must be able to operate keyboard driven equipment. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
