Job Announcement

Serves as the primary agency liaison for functions related to payroll and human resources. Ensures timely and accurate payroll approvals and submissions. Tracks completion of all mandated training of staff. Tracks and facilitates employee performance reviews. Ensures all assigned tasks are in compliance with federal, state, and county laws, policies and procedures. This position works under the direction of the General Registrar and Administrative Manager and specific duties include but are not limited to:

  • Maintains personnel and training records, position descriptions, organizational chart, timesheets, submission of personnel actions and other related duties.
  • Tracks current and upcoming vacancies and hiring/transfer actions for the agency.
  • Processes personnel actions and terminations for all office employees and election officers; and coordinates and submits all requests for position control functions for office staff.
  • Coordinates the development of staffing plans for the office in respect to the Virginia Election cycle.
  • Coordinates with senior managers on hiring procedures, to include job postings, interview questions, etc.
  • Assists in developing and implementation on-boarding processes and new hire orientations.
  • Assists employees seeking information and guidance on benefits; and researches and resolves payroll issues.
  • Serves as the office's FML coordinator, to include maintaining, reporting, and enacting FML leave usage.
  • Participates in and assists the Administrative Manager in all office administrative tasks which include resource planning and allocation, resource studies and analyses, space planning and resource management.

  • Administers human resources programs for Department, i.e., tuition assistance, pay for performance, FMLA;
  • Assists with employee relations issues;
  • Assists with workforce planning initiatives for department;
  • Researches and provides analysis of HR issues and initiatives;
  • Assists with recruitment processes for department.


Required Knowledge Skills and Abilities

  • Basic knowledge of federal, state, and county laws, regulations and ordinances pertaining to human resources;

  • Ability to establish and maintain effective relationships with applicants, employees, and County officials;
  • Ability to speak and write effectively.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned

functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County
workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:
  • Bachelor’s degree;
  • Two or more years of human resources experience, assisting or performing duties in the areas of payroll , recruitment, benefits, new hire orientation/on-boarding, performance management, workforce planning, and compliance reporting;
  • Experience managing HR compliance as well as reporting requirements pertaining to Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and Workplace Injury/Workers Compensation;
  • Strong knowledge of federal, state, and county laws, regulations and ordinances pertaining to human resources;
  • Must possess excellent oral and written communication skills, demonstrate a high level of professionalism, exercise sound judgment, and maintain confidentiality.
  • Attention to detail, problem solving skills and ability to manage multiple tasks and take initiative in a deadline driven environment.
  • Must have the ability to establish and maintain effective working relationships and rapport with staff, internal and external partners.
  • Familiarity with a Human Resources Information System (HRIS) or Human Capital Management (HCM) module, especially the knowledge of processing personnel actions.
  • Strong written and oral communication skills with a proficiency with Excel, Word, and Outlook.
  • Professional Human Resources certification.
NECESSARY SPECIAL REQUIREMENTS:
  • The appointee to the position must satisfactorily complete a criminal background check.
  • Occasional travel may be required.
  • This position is classified as essential personnel. The appointee is required to report to work during times of inclement weather or other emergencies.
  • This position may be required to work overtime and weekends periodically.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. Must be able to operate a computer, perform accurate, high volume data entry; visual acuity to read data and manipulate data on a computer monitor. Duties require ability to lift, move, and assemble files and documents. All duties performed with or without reasonable accommodations.
