Job Announcement

The Department of Public Works and Environmental Services (DPWES) is looking for a Business Analyst to join our IT services team who is a motivated, inquisitive, critical thinker and who enjoys working with a team of like-minded individuals and who enjoys to problem solve when innovation, reinvention and disruption are paramount. The Business Analyst will be integral in helping to define and promote IT strategies for each line of business that will have a direct impact on the department’s business operations effectiveness. You should be a self-starter, have excellent analytical abilities, outstanding business acumen and judgement, intense curiosity, strong technical and creativity skills, and superior written and verbal skills. You will work with business owners and technical teams to understand and define requirements and then deliver operable solutions. As a member of the team, you will:
  • Work directly with business leads and system end users to validate requirements, map requirements to real business need, gain approval from relevant stakeholders, qualify the IT solution request, and assess business readiness
  • Carefully document both current state and future state through a combination of process flow diagrams, logic diagrams, and narrative user stories
  • Perform analysis of business needs and stay current in technology innovations to design and present effective IT solution proposals to address business problems and translate into technology requirements
  • Develop a deep level of knowledge and understanding of both the business and the technology products supported to provide application support services
  • Work closely with end users to ensure new system implementations and changes have met the business need and to improve customer satisfaction levels
  • Perform system testing and confirm IT functionality meets documented business requirements
  • Coordinate with third-party vendors, internal IT, and business users to build effective communications and provide governance over system enhancements and changes
  • Perform system problem/incident root cause analysis
  • Cross-train on existing department IT implementations and applications to provide resource resiliency
  • Engage and build influential relationships with senior leaders and stakeholders to appropriately drive focus and priorities on the right things for success


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus two years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor's Degree in Computers Systems, Information Systems Management, or related fields
  • 3+ years of experience working directly with customers and/or end users to gather and document business requirements
  • 3+ years of experience documenting as-is processes and converting them into to-be processes
  • Experience in providing application system administration support and troubleshooting technical issues
  • Familiar with the software development life cycle and the Agile methodology
  • Experience building, managing, and maintaining third-party vendor relationships
  • Strong analytical, critical thinking, and problem-solving skills
  • Excellent organization and project management skills, including time management, multitasking, and good attention to detail
  • Strong verbal and written communication skills, including the ability to succinctly summarize key information and communicate effectively to a diverse group of team members, stakeholders, and senior leadership
  • High level of business and technology curiosity with a focus on continuous learning

PHYSICAL REQUIREMENTS:
Job is generally sedentary. Ability to use keyboard-driven and mobile equipment. All duties performed with or without reasonable accommodations.
