Inspector III

An Overview
The City's Department of Project Implementation is looking for an Inspector III to oversee the City’s construction contract work for a variety of capital projects. The ideal candidate should have knowledge of construction practices, knowledge of modern principles and practices of civil engineering, knowledge of surveying methods and the ability to read and interpret engineering plans and specifications. The successful applicant will have experience inspecting complex projects to assure compliance with approved plans and specifications. Experience managing construction contractors, maintaining accurate records, and planning and supervising the work of others is required.

The Opportunity
  • Performs construction inspections including scheduled and unscheduled Erosion and Sediment (E&S) inspections. Review Storm Water Pollution Prevention Plan (SWPPP) documents to make sure that they are up to date.
  • Assigns, reviews, and evaluates work of our Inspector IIs.
  • Assumes responsibility for the inspection of special projects.
  • Works with construction contractors to make necessary field corrections or adjustments due to noncompliance with approved plans and specifications.
  • Coordinates weekly progress meetings with city staff and contractors.
  • Maintains required documentation for external funding agencies and writes progress reports.
  • Estimates cost and material requirements for each project, checks actual job costs against project costs, reviews and certifies material quantities on monthly invoices.
  • Provides construction management to include construction agreements, change orders, addendums and amendments contributing to resolving construction conflicts, ability to resolve and implement resolutions.
  • Attends community meetings as requested.
  • Reviews plans and specifications to ensure compliance with City Standards, Department of Environmental Quality and Virginia Department of Transportation requirements.

About the Department
The Department of Project Implementation is responsible for the implementation of capital infrastructure projects including intersection improvements, storm water and water quality improvements, sanitary sewer improvements, flood mitigation and park improvements. DPI staff promote excellence in project management and sound stewardship of public trust. The Department is currently managing 50active infrastructure projects with a total capital improvement value of approximately $677 million. The department coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation and the Potomac Yard Metrorail Station. DPI is dedicated to continuous improvement, industry best practices, and is committed to the continued professional development of all staff members. Minimum & Additional Requirements

To minimally qualify for this position, you must possess a High School Diploma or GED; completion of vocational or college-level courses in surveying principles and methods, civil engineering or building construction; five years of experience in responsible, paraprofessional engineering position in construction or surveying or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

To be considered an ideal candidate for this position, candidates should possess all the above listed minimum requirements as well as a driver's license; experience reading and interpreting engineering plans and specifications; overseeing and securing cooperation of construction contractors as well as the general public; maintaining accurate records; and planning and supervising the work of others; as well as, t he ability to obtain Virginia Department of Environmental Quality licenses for Erosion and Sediment Control and Stormwater Management for Inspectors within the first year of employment .
