Summary

Serves as a Systems and Procedures Analyst providing financial, budget, and other program support on a wide range of health benefit administration matters. Activities include administrative oversight and allocation of resources for medical community care to regional networks, medical centers, and an array of specialized care programs.

Responsibilities

  • Participates in and assists with design and implementation of new systems and updates to existing systems (e.g., payment processing systems, adjudication systems, financial records, etc.)
  • Ensures the integration of auditable concerns of management into new systems and existing system updates.
  • Uses advanced analytics techniques and data management/data analysis software to generate and provide tables, analyses, and data streams capturing needed data linking to various databases and other sources of program financial and associated (e.g., categories of care, patient numbers, etc.) data.
  • Uses a wide variety of databases and an array of Structured Query Language (SQL) queries to execute data pulls, writes data macros, automates queries, and other tools to automate, implement, test, and document activities associated with developing payment, adjudication, cost estimation, financial records, and other systems.
  • Conducts operational research and analytical studies to develop program improvements.
  • Utilizes concepts and techniques within mathematics, economic considerations and trends, etc. as appropriate in cost analysis, estimates, validation, and other associated analytical studies related to program costs.
  • Provides quantitative and qualitative bases for management decisions. Evaluates and defines problems, the scope of which may involve assigned projects or other initiatives, ensures data and provided system assertions are valid/supported, and determines methods/approaches to solve them.
  • Determines the reliability and validity of assumptions and implication of data; summarizes and presents findings and results of analyses in various forms/formats as necessary and/or required (e.g., comprehensive studies, reports, other publications).
  • Delivers, maintains, and revises or specifies and directs the creation, maintenance, and revision of cost estimates, automated obligation selections, documentation of new and evolving Program Office contract funds requirements for implementation into Electronic Health Record (EHR) replacement and other associated automated information systems and serves as a finance representative to ensure auditable requirements of the organization are represented in new systems.
  • Creates alternatives and provides recommendations to reduce costs and improve financial performance by assembling data to structure sophisticated reports on financial statuses and risks.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For example, an SF50 showing a step increase would demonstrate time in grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:
  • Uses advanced analytics techniques and data management/data analysis software to generate and provide tables, analyses, and data streams streams for financial data.
  • Conducts operational research and analytical studies to develop program improvements.
  • Participates in and assists with design and implementation of new systems and updates to existing systems.
  • Ensures the integration of audible concerns of management into new systems and existing system updates.
  • Determines the reliability and validity of assumptions and implication of data.
  • Ensures new systems include appropriate financial data outputs and have adequate financial data inputs.
  • Analyzing, interpreting, and estimating the incremental and total resources required to support past, present, and future system and programs.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some walking, standing, bending and carrying of light office items is required. No special physical demands are required.
