Applying professional engineering or physical science concepts, theories, and practices to manage and evaluate research and development programs related to the nuclear weapons stockpile to include developing strategic planning, budget justifications or long range budget estimates for nuclear stockpile programs. Understanding and maturing component and manufacturing technology for application to nuclear weapons and their production. Managing a multi program portfolio and coordinating efforts across the other offices in an organization and with external stakeholders. Understanding the nuclear security threat environment and applying specialized knowledge to mitigate those threats. Education
This position has a positive education requirement. You must meet the education requirements of either the General Engineer (0801) or Physical Scientist (1301) series listed below. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Written Test; 3) Specified academic course; 4) Related curriculum. Responsibilities
As a General Engineer/Physical Scientist, you will:
- Articulate the role of, and justify the need for, engineering and technology maturation in nuclear weapon-related research, development, test, and evaluation program elements.
- Develop rationale and manage or collaborate on plans for building, maintaining, and operating several one-of-a-kind and state-of-the-art analytical and qualification facilities, such as the Annular Core Research Reactor (ACRR), Saturn, and MESA.
- Work closely with the DOD and the United Kingdom on technology and process improvements, including establishment of future needs and development plans.
- Coordinate with the NNSA Management & Operating sites, interagency partners, academic institutions, and research laboratories to integrate NA-115 program capabilities into broad national plans and priorities for future systems and production capabilities.
- Oversee management, budget, and policy for the integration of engineering, design, manufacturing, and testing technology to derive critical performance parameters for establishing the basis of annual stockpile assessments.
- Provide authoritative engineering, science and technological leadership and expertise on technical and programmatic aspects of all weapon systems currently in the stockpile as well as establishing developmental needs and production capabilities needed for future systems, including new designs, Life Extension Programs, Mods, and Alts.
- Manage NA-115 staff, providing both technical and administrative direction. (Supervisory duties comprise less than 25% of the work of this position.)
