Summary

As a Budget Analyst at the GS-0560-14, you will be part of the OCFO Budget and Performance team within the U.S. Office of Personnel Management.If selected, you will serve as a Senior Budget Analyst, reporting directly to the OPM Budget Officer. You will hold a pivotal role from day one and your work will have a visible impact.

Responsibilities

  • In this position you will lead and coordinate key budget operations, including but not limited to the following tasks:
  • Conducting special analysis of financial or management issues.
  • Developing and preparing budget documents, justifications and reports.
  • Developing budgetary procedures, policies and instructions.
  • Processing and analyzing financial data using IT systems.
  • Explaining and providing guidance to management and co-workers on laws, regulations, policies and standards.
  • Making budgetary recommendations to management based on analysis and assessments of data, program assumptions, and realism of estimates.

Qualifications

For the GS-14: You must have at least one year of specialized experience equivalent in difficulty to the GS-13 in federal service performing ALL of the following: leading the resolution of complex budgetary issues through cost-benefit and long-range analyses; providing technical advice on budget execution operations, annual budget requirements, annual obligations, and operating costs; monitoring an organization's execution of obligations and expenditures against operating plans in order to identify anomalies and deficits; preparing and delivering briefings and presentations for regular budget projection meetings; and writing budget justifications for OMB and Congress. This experience must be comparable in scope and responsibility to the GS-13 grade level in the federal service, obtained either in the private or public sectors.

You must meet all qualification and eligibility requirements by the closing date of this announcement.

You may be required to submit a writing sample of previous work that is no longer than 2 pages. Only the first two pages of the writing sample will be reviewed. The writing sample must be of previous work that demonstrate your writing proficiency. The writing sample can be included with your application package.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for the required specialized experience at this grade level.
