Summary

Incumbent provides oversight of Child & Youth Program (CYP) business activities to include non-appropriated fund (NAF) and appropriated fund (APF) finance, personnel management, facility projects, information technology, business platforms and childcare central suitability background checks. Responsible for the development and coordination of standardized business processes used to plan, program, budget, and execute program funding that meet desired outcomes and measured performance.

Responsibilities

• Oversees the CYP collective financial posture for both APF and NAF; facility project oversight/expansion efforts through projects, leasing and partnerships; management of CYP information technology systems and IT field assets; and centralized childcare suitability office (CSO) background check processes.

• Ensures sound programming, budgeting, execution, and obligatory controls meet expected levels of performance.

• Manages long/short-range performance objectives and assists in the formulation, presentation, justification, and execution of direct/supplemental and reimbursable funding.

• Provides functional and technical advice and training to program directors involved in the execution of the funding in support of CYP. Develops and maintains the Validation, Verification and Assessment (VV&A) for CYP Funding Models.

• Develops CYP resource requirements based on management standards, reviews the validation process, and oversees recapitalization requirements and prioritization.

• Develops, plans and programs for the Program Objective Memorandum (POM), Program Review (PR), budget submissions (PB-50/OP-5), mid-year reviews and tracks funding plus-ups/reductions.

• Assists in planning, coordinating, designing and developing data warehouses that meet business and mission requirements (i.e. Child and Youth Enterprise Modeling System).

• Analyzes, extracts, summarizes, and identifies significant trends and issues.

• Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, for top level presentations and briefings.

• Develops, maintains and monitors integrated reporting systems affecting Fleet & Family Readiness (FFR) programs with interrelated functions and operations to include: APF Comptroller Financial Management System (CFMS) and NAF Systems Applications and Products (SAP) financial reporting systems.

• Directs work to be accomplished by a workforce of NAF employees: (2) Supervisory Program Analysts, NF-0343-05; (1) Program Analyst, NF-0343-05; (1) Supervisory Program Analysts, NF-0343-04; and (1) Program Analysts NF-0343-04, and acts as Rating Official (RO). Provides second level supervision for up to 49 NAF employees.

Qualifications

• Knowledge of program management concepts to determine requirements, develop policy, analyze and evaluate processes, and implement programs.

• Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, particularly as it relates to CYP.

• Knowledge of Department of Defense (DoD) and Department of Navy (DON) philosophy, goals, vision, policy and programs relating to CYP issues of military members.

• Knowledge of APF and NAF budget and financial management regulations, policies, processes and procedures.

• Knowledge of business functions, organizations, policies, resources and analytical and evaluative processes.

• Knowledge of pertinent laws and regulations, and the process used to effect change, including evaluating the content of new or modified legislation for impact to CNIC, and translating legislation into program goals and implementation.

• Knowledge of business management theories, financial management principles and program objectives.

• Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on goals and objectives.

• Knowledge of general accounting principles, accrual accounting, account classification codes, financial reporting, payroll, asset and liability management, fund equity, balance sheets, income and expense statements, cash flow analysis, capital budgeting, and financial ratio analysis.

• Knowledge of the Planning, Programming, Budget and Execution cycle.

• Skill in developing, organizing, and conducting executive studies through team efforts.

• Skill in developing, evaluating, and defending budget proposals and programs to higher levels in DON, DoD, and Congress.

• Ability to communicate complex technical requirements to non-technical personnel.

• Ability to design, develop and manage systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture.

• Ability to perform the full-range of supervisory duties.

Additional information

Some weekend, holiday and evening work as a result of the variety of tasks and travel requirements is necessary.

Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Salary is dependent on experience and/or education.
