About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)) and it is part of the Department of Defense Civilian Personnel Acquisition Workforce Personnel Demonstration Project (ACQ Demo).

Responsibilities

  • This position is for the Deputy Program Executive Officer within the Program Executive Office.
  • Directs Information Technology (IT) system acquisition strategies, goals, documentation, processes, and procedures to fulfill the requirements of the Program Management Offices based on current legislation and policies.
  • Provides overall direction and guidance for the development, acquisition, testing, product improvements, fielding, and sustainment of major Acquisition Category (ACAT) acquisition programs.
  • The incumbent exercises expert judgment in the management and control of several multi-billion dollar acquisition programs.
  • Oversees cost estimating, planning, programming, budgeting, program integration, and interoperability, as well as Earned Value Management across the portfolio.
  • Exercises the full range of supervisory authority in regard to assignment of projects and tasks.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is designated a Critical Acquisition Position (CAP) with further designation as a Key Leadership Position(KLP).
  • As a KLP, the incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
  • This DAW position requires the incumbent to be Level III certified at time of assignment in the DAW career field of Program Management.
  • One-year supervisory probationary period required. A one-year supervisory probationary period is required if the selectee has not previously met this requirement.

Specialized Experience: One year of specialized experience which includes; Managing project milestones and/or budgets from planning through fielding and initial operations; managing the overall work to enhance achievement of the Information Technology (IT) system acquisition goals and objectives; applying analytical and/or evaluative techniques to issues or studies concerning the efficiency and effectiveness of major Acquisition Category (ACAT) acquisition programs; overseeing employee activities to evaluate the effectiveness and utilization of personnel and resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)
