Summary

You will be responsible for the full range of budget work and provide advice to management and staff on obtaining and using funds. Remote duty station will be considered for this position.

Responsibilities

  • Plan, coordinate, directs and evaluates the work of budget technicians and budget analyst.
  • Formulates and executes annual appropriated budget creating financial plans.
  • Prepares, recommends and justifies the allocation of funds based on analysis, directives, work plans , field estimates, reports, financial studies and investigations.
  • Directs the preparation of funds allocation charts, tables and summaries with detail instructions as to authorizations, limitations and guidelines.
  • Review and analyze financial plans and summaries for comparison on budgets and recommends corrective actions.
  • Develop the FTE (full time equivalent) plans and a monitoring system to inform, advise and make recommendations for it distribution.
  • Formulates and establishes control procedures to ensure control of obligations, accomplishment, progress and performance checks.
  • Investigate and review reports of violations of apportionments
  • Monitor reimbursable activities and ensures all debt collections procedures are followed including billing.
  • Establishes Park cost accounts.
  • Conduct training on budget formulation and execution activities for all divisions.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement-08/02/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. This experience includes activities such as: Analyzing and reconciling budget and financial documents to ensure compliance with budgetary policies and guidelines; Compiling, consolidating, interpreting, and summarizing budgetary data for preparation of budget estimates and supporting documentation; Explaining, recommending and/or providing guidance on financial/budget regulatory and/or statutory requirements, policies, and procedures; Developing internal budget models, policies and/or procedures for monitoring status of funds or financial transactions for an organization; Aligning internal budget categories with financial management systems; Monitoring status of funds or financial transactions for an organization; Preparing budget summaries and budget submissions; Making adjustments to allocations; and Providing technical services in preparing financial plans, Plan, coordinate, directs and evaluates the work of budget technicians and budget analyst, Plan, coordinate, directs and evaluates the work of budget technicians and budget analyst. . You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
