Summary

This position is in the VHA Office of Internal Audit and is a member of an audit team responsible for executing Generally Accepted Government Auditing Standards (GAGAS) audits for VHA's internal audit program. This position is a key component of VHA's third line of defense, providing internal, independent, and objective assurance for management operations and clinical services.

Major Duties Include:
  • Recommending changes in VHA Internal Audit and Evaluation Program methods and approaches based on evaluation results.
  • Planning, organizing, directing, staffing, coordinating, reviewing, evaluating the timely execution of assigned projects in accordance with GAGAS.
  • Determining the audit objectives and plans audit scope.
  • Reporting significant audit findings that cover the applicable criteria, conditions discovered and their cause and effect, and recommendations.
  • Conducting the audit in accordance with GAGAS and other applicable auditing policies and/or procedures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA).

You may qualify based the requirements described below:

BASIC REQUIREMENT: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR
Combination of education and experience: At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. Your background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
  • In addition to the basic requirements, you must possess the following experience:
      Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that has provided you with professional knowledge of the theory, concepts, principles, and practices of accounting, auditing, and financial management sufficient to conduct difficult assignments involving interfaces and interrelationships between and among programs, systems, functions, policies, and various healthcare related issues; planning, analyzing, determining cost/benefit relationships, and coordinating a variety of functions, operations, teams, or interfacing health care systems; developing methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency; assessing the potential to reduce cost in a variety of health care programs; reporting significant audit findings that cover the applicable criteria, conditions discovered and their cause and effect, and recommendations.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.     Physical Requirements: Work is primarily sedentary. Occasional travel may be required.
