Summary

OPEN TO THE PUBLIC

The primary purpose of this position is: to serve as the technical advisor and senior computer science and data analytics expert in support of ACC/A2 Intel Data/Tech Futures Division leadership, staff, subordinate units, and other stakeholders.

Responsibilities

  • Evaluates and predicts the division?s ability to support assigned projects, studies, or problems.
  • Serves as senior technical authority on Intel Data/Tech Futures issues.
  • Oversees and advises on the use of scientific inquiry in the independent development of mathematical models and computer programs. Evaluates and predicts the division?s ability to support assigned projects, studies, or problems.
  • Directs and/or leads broad studies involving major manpower, training, unit support, command language and security programs and policies that affect all major command ISR missions.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

POSITIVE EDUCATION REQMT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. BASIC REQUIREMENTS: 1515 OPERATIONS RESEARCH ANALYST

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements in: operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

BASIC REQUIREMENTS: 1550 COMPUTER SCIENTIST

Requires a Bachelor's degree in computer science or a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary business, or shop mathematics are not acceptable.

BASIC REQUIREMENTS: 0854 COMPUTER ENGINEER and 0855 ELECTRONICS ENGINEER

Successfully completed a professional engineering degree: The curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Combination of education and experience that is college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of intelligence community architectures, technologies, tools, interoperability constructs, policies, entities, resources, requirements to perform intelligence and information system integration, life cycle management, and other intelligence integration-related activities; knowledge of NIPRNET (Unclassified But Sensitive Internet Protocol Router Network), SIPRNET (Secret Internet Protocol Router Network), JWICS (Joint Worldwide Intelligence Communications System), and other intelligence communications systems; and knowledge of budget processes, cost-benefit analysis methods and analysis performance data to prepare persuasive budget recommendations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery of national intelligence community, Joint, DoD structure, organizations, and mission/functions, interrelationships and operations.
2. Knowledge of US intelligence community architectures, technologies, tools, interoperability constructs, policies, entities, resources, requirements to perform intelligence and information system integration, life cycle management, and other intelligence integration-related activities.
3. Knowledge of the intelligence missions in USAF flying squadrons and wings, Air and Space Operations Centers and Distributed Common Ground System.
4. Knowledge of NIPRNET (Unclassified But Sensitive Internet Protocol Router Network), SIPRNET (Secret Internet Protocol Router Network), AF JWICS (Joint Worldwide Intelligence Communications System), and other intelligence communications systems.
5. Knowledge of HQ ACC and AF budget process, cost-benefit analysis methods and analysis performance data to prepare persuasive budget recommendations.
6. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing; and ability to communicate effectively, both orally and in writing.
