Summary

This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Information Solutions Division (ISD), Geospatial Enterprise Operations. You will provide lead technical consultant and advisory duties. Attend meetings with GEO and agency personnel to provide technical advice and guidance on projected and existing database capabilities and limitations.

Responsibilities

  • Responsible for the effective provisioning, installation/configuration, operation and maintenance of systems hardware, software or related infrastructure as well as ensuring that GEO systems hardware, software systems.
  • Coordinate the implementation of the operating aspects of new and revised systems or methods collaborating with operating personnel and providing training to employees in such systems.
  • Serve as a technical project leader of management information system automation projects, which span all life-cycle phases from requirements definition to acceptance testing and implementation.
  • Provide project status to all levels of management, as necessary.
  • Ensure continual operations, responsible for system administration engineering and provisioning, operations, and support and maintenance activities.
  • Represent GEO on various cross-functional teams and working groups with other agencies, State and local governments, and other federal agencies to determine how to best implement geospatial program technologies.
  • Establish and maintain technical standards, guidelines and related documentation for the organization as well as in all areas related to information technology.

Qualifications

Basic Requirement:
For this position, individuals must have IT-related experience demonstrating each of the four competencies listed below.1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience: Possess at least one full year (12 months) of specialized experience, equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through federal service. This experience demonstrates 1) experience applying information technology laws, regulations, policies and precedents sufficient to provide comprehensive advisory services involving IT Product Management; 2) experience managing a team to identify complex information technology business, data, security architecture opportunities and roadmaps 3) experience providing IT Product management expertise to include product planning.

  • This position may be eligible for telework within the local commuting area of the position and other flexible work arrangements. Current USDA policy includes telework for an 8 hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
  • Recruitment and/or relocation incentives may be authorized; Management may authorize superior qualifications & enhanced annual leave.
  • The pay will be set based upon the locality pay scale for the location and grade level in which selected for. Pay range is the step 1 to step 10 of the base pay scale.

You will be evaluated for this job based on how well you meet the qualifications above.
