Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Manages and validates technical architecture for software applications.
  • Ensures product delivery area within cost and schedule constraints.
  • Manages the development of Army's data services and DevSecOps platform.
  • Manages the cybersecurity team ensuring continuous authorization of Army's hybrid-cloud environment.
  • Provides customer assistance with navigating the Risk Management Framework (RMF) process.

Qualifications

Position may be filled as a temporary promotion or temporary reassignment NTE 30SEP2023 by a current permanent Army employee. Temporary promotions or reassignments, for current Army employees, may be extended up to a maximum of five years, and may be made permanent without further competition.

Position may be filled as a term appointment NTE 30SEP2023, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years. You will be converted from your permanent appointment to the non-status, time-limited appointment and Return Rights are not granted from your current activity

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: utilizing project management skills to ensure product delivery within cost and schedule constraints; managing Cloud-based Operations, DevSecOps pipelines within a 24x7x365 operational organization supporting customers world-wide; developing short-term and long range plans, goals, and objectives for the organizational IT enterprises; providing expert advice to customers on a continuous basis for synchronization of priorities, resources, and identification of potential shared-services and solutions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-14.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the five competencies, as defined:

(1) Managing Human Resources -Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.

(3) Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

(5) Enterprise Architecture - Knowledge of principles, concepts, and methods of enterprise architecture to align information technology (IT) strategy, plans, and systems with the mission, goals, structure, and processes of the organization.
