Responsibilities

Performs complex assignments as an NRC technical authority for the development of new and upgraded requirements related to NRC-wide IT network infrastructure environments. Provides consulting services for planning and developing IT infrastructure systems requirements to ensure that the IT hardware and system software configurations meet the requested business requirements. Provides advice and guidance to user offices and management for the planning, integration, and implementation of IT systems.

Develops and maintains project plans and schedules for development and integration of projects primarily related to IT network infrastructure along with associated software, hardware, utilities, and related IT infrastructure services and components. Acts as contract project officer and provides oversight of IT infrastructure development and integration of contractors.

Act as representative for IT infrastructure on NRC workgroups to ensure effective communications with business users and other service providers. Applies a comprehensive understanding of different perspectives and drivers that other organizational partners face and helps them identify long-term solutions. Performs strategic planning to ensure that adequate IT network infrastructure technologies exist throughout the NRC to meet future business needs.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (13) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience managing or providing oversight of enterprise wide networking services and solutions including architecture, planning, implementation, and operations and maintenance (O&M) activities.

The ideal candidate will be able to demonstrate the following:

1. Thorough knowledge and practical experience with the management and oversight of enterprise network infrastructure services including both Internet Protocol version 4 and Internet Protocol version 6.

2. Thorough knowledge and experience in the architecture, planning, implementation, and operation of enterprise wide IT networking services and solutions following all applicable laws and regulations.

3. Thorough knowledge of the principles and methods of networking related to computer security and compliance programs as required by the FISMA security policy, standards, procedures and guidelines.

4. Knowledge and expertise related to Contracting Officer's Representative activities and duties (or equivalent if private industry).

5. Thorough knowledge of the principles and methods of networking and compliance programs as required by OMB, NIST and all FISMA security policy, standards, procedures and guidelines.

6. Demonstrated ability to write clearly and make logical oral presentations to effectively convey detailed information of a technical or policy nature to colleagues, peers, and senior management officials.

To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
