Summary

Serves as Deputy Director, Technical Operations of Service Area.

Due to the Pandemic, and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

Responsibilities

Directs the work of subordinate employees and managers for multiple units and across multiple technical functions and disciplines. In conjunction with the director, oversees line authority over all engineering communications, navigational systems, modification, and restoration of complex technical systems and equipment in the NAS within a large, multi-state area in support of safe, efficient, and structured movement of aircraft within the NAS.

Manages subordinate technical organizations and staff which develop multi-disciplined, technical programs and standards associated with the NAS and equipment. Provides leadership, direction/guidance, and implements national policies, procedures, and practices relevant to the service unit. Managerial duties typically affect managers and employees for more than one organizational unit/project/ program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Directs actions to improve services within the service area through oversight of standards development, technical systems procedures, and operational strategy. Oversees subordinate managers and staff in their review and evaluation of technical operations and management of the NAS. Evaluates management and reviews evaluations made by managers of others. Coordinates with the Director, to make selections for management positions and makes decisions on workplace issues presented by management. This includes grievances, serious complaints, and disciplinary cases not resolved at lower levels. Provides support and resources in developing staff and organizational effectiveness.

Applies detailed technical knowledge to ensure procedures and operations are directed toward continuous improvement of customer service, projects, and programs while ensuring they are aligned with ATO and FAA goals, objectives, and plans. Also exercises a detailed knowledge of budget, human resource management, and other administrative functions while actively promoting and supporting the FAA's EEO program. Treats all employees fairly and equitably without regard to race, color, gender, religion, national origin, age, sexual orientation, or physical ability.

Defines, acquires, and allocates budget, staff, an d other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Manages a budget of approximately $200-300 million and makes decisions to allocate resources among subordinate units/programs and acquires additional resources as needed. Integrates budget planning process to project short and long-term needs while ensuring the efficient management and safe guarding of organizational resources. Ensures internal controls meet FAA and ATO standards. Practices and applies activity based management to control and improve labor and overhead costs.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/ SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Qualifications

Applicants must possess at least one year of specialized experience, in or related to the work of the position to be filled. This specialized experience must be equivalent to the next lower level (FV-K or GS/FG-15). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in, or related to, the position to be filled. Specialized experience is: technical experience gained in positions within organizations that are responsible for design, development, operations, maintenance performance and evaluation of the NAS. This experience may be acquired through functions such as the acquisition and development of NAS programs and systems; the operations and maintenance functions in field facilities and the evaluation and performance functions in District Offices, regional offices and/or headquarters.
