Summary

This position is located in the Regulatory Affairs Division (RAD), Program Law and Policy Department (PLPD), Office of the General Counsel (OGC), Pension Benefit Guaranty Corporation (PBGC). The mission of RAD is to provide legal advice for legal matters involving PBGC's regulations and other guidance, to develop and draft regulatory and other guidance, and to obtain required approvals of guidance and of reporting and disclosure requirements.

Responsibilities

  • Lead regulatory development projects, analysis and interpretation of relevant ERISA provisions and other statutes and regulations in collaboration with subject-matter experts.
  • Analyze and interpret relevant legal and policy provisions of ERISA and other statutes and regulations.
  • Draft regulatory and other legal documents, including proposed and final rules, policy statements, notices, technical updates, and regulatory agendas.
  • Ensure compliance with federal rulemaking requirements, including the Administrative Procedure Act, Paperwork Reduction Act, Regulatory Flexibility Act, and relevant Executive Orders.
  • Conduct legal and policy research and analyze significant legal issues stemming from statutory, regulatory, policy, and operational issues.
  • Draft regulatory and other legal documents, including proposed and final rules, policy statements, notices, technical updates, and regulatory agendas.

The employee in this position will serve as an Attorney-Adviser at the senior expert level within the Regulatory Affairs Division (RAD) of the Office of General Counsel (OGC).

Qualifications

You may start at $122,530.00 if you meet the following specialized experience by the closing date of the announcement (in addition to the education requirement).

Specialized experience is defined as at least one year of experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector identifying, developing, analyzing and interpreting regulatory policy relevant to the Employee Retirement Income Security Act of 1974 (ERISA) and the Administrative Procedure Act. Examples may include experience working in Administrative and Regulatory Law, Tax Law, or Employment Law analyzing and interpreting relevant provisions and identifying relevant legal and policy issues related to ERISA.

Education

In order to qualify for this position, you must possess: Juris Doctor (J.D.) degree from a school of law accredited by the American Bar Association (ABA).

In addition to the education requirement, you must provide Law Bar Status/Membership and you must currently be an active member and in good standing of the bar of a State, a Territory of the United States, or the District of Columbia.
