The USPS OIG is seeking a highly qualified applicant to fill our Contracting Director position in Mission Support located in Arlington, VA. The successful candidate will be responsible for managing and directing the contracting team within Mission Support.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 07/27/2021 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $144,128.00 - $172,500.00. The salary figures include locality pay.

  • Leads a team of contracting professionals, including contracting officers and contract analysts;
  • Develops performance measures, best practices, and operating procedures for the contracting team, and measures team performance;
  • Serves as the technical expert in contracting and procurement, advising senior management on procurement techniques and tools;
  • Plans, negotiates, leads, and/or administers the complex procurements of goods, systems or services with specialized and/or state-of-the-art requirements;
  • Recommends the appropriate contracting vehicle and best-value approach for procurement of goods and services;
  • Audits or reviews major acquisitions; presents findings and recommends corrective actions and policy or procedure improvements to senior management;
  • Develops contracting policy and procedures, as well as innovative solutions for procurement with an emphasis on customer service.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 10 years of experience in contracting and negotiating or related positions.
  • Previous supervisory or team lead experience.
  • Must have a current certification as a Contracting Officer at a federal department, agency or establishment.
    • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.
    • Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

    DESIRABLE QUALIFICATIONS
    • DAWIA Level III or FAC-C Level III Certification
    • NCMA Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM)

    EVALUATION FACTORS
    You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
    • Knowledge of, and experience with, the Federal Acquisition Regulations Postal Service Supplying Principles and Practices, and/or other federal acquisition policies, processes, and procedures. Knowledge of both Federal Acquisition Regulations and Postal Service Supplying Principles and Practice preferred.
    • Extensive experience issuing orders from GSA schedules, GSA IDIQs, NASA SEWP.
    • Superior customer service skills, including the ability to work with a team and develop and maintain effective working relationships with others from within and outside the agency with differing backgrounds and points of view.
    • Demonstrated experience developing creative solutions or innovations to create efficiencies in work processes.
    • Ability to communicate effectively both orally and in writing.

    You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

    Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
