Responsibilities

  • Responsible for oversight related to diversity and inclusion in the Department of Defense (DoD) and the prevention of and response to supremacist, extremist, and criminal gang activity of a member of the Armed Forces.
  • Serves as the principal advisor to the Inspector General on these matters and leads the DoD Office of Inspector General's (OIG) Diversity and Inclusion and Extremism in the Military (DIEM) component.
  • Establishes and maintains effective relationships with the Office of the Secretary of Defense, Military Departments, Service IGs, other IGs within the DoD, and other Federal entities, to enable effective oversight across the DIEM portfolio.
  • Develops and implements a comprehensive strategic plan for DIEM oversight in coordination with the DIGs for Audit, Evaluations, Investigations, and Administrative Investigations, as part of the DoD OIG's annual oversight planning process.
  • Prepares semiannual reports to Congress summarizing the activities of the DIG - DIEM.
  • Develops DoD OIG instructions, policies, and programs to enable efficient execution of assigned oversight and reporting responsibilities.

  • Must be a US Citizen
  • Selected candidate will be subject to a two-year probationary period in the SES unless the required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978, and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment to the SES, in accordance with DoD Directive 1403.03.
  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI) security clearance.


Qualifications

Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs) listed below.

The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed ECQs and MTQs.

This position has been evaluated to be a Tier A position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs)

The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports the MTQ. Narratives should not exceed 2 pages per MTQ. Failure to address specific MTQs will eliminate you from consideration:

1. Expert executive level experience in organizational leadership.
2. Expert leadership experience overseeing the development of comprehensive multi-discipline oversight plans and the preparation of major analytical, well-reasoned reports provided to senior government officials, the Federal oversight community, or Congress, including briefing documents for agency senior leaders and congressional officials.
3. Expert ability to effectively communicate at the senior executive level, orally and in writing, concerning complex issues; to build and maintain broad and effective professional relationships; and to horizontally coordinate and integrate planning, analysis, and reporting across several major organizations.
4. Executive level experience in financial management, human capital management, and the effective use of technology to advance the mission and achieve strategic and operational results.

DESIRED QUALIFICATIONS

Experience working in a leadership role at a Federal OIG.

EXECUTIVE CORE QUALIFICATIONS (ECQS)

The ECQs describe the leadership skills needed to succeed in the SES and are in addition to the MTQs listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five ECQs. A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. These ECQs must be addressed in a separate narrative statement not to exceed 10 pages. 1. Leading Change. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen. The ability to manage human, financial, and information resources strategically.

5. Building Coalitions. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education

There is no substitution of education for experience at this level.

Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.

PCS/Relocation expenses, if authorized, will be in accordance with Joint Travel Regulations.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and responses to the technical and executive qualifications listed above. Resumes will be evaluated by a rating and ranking panel, and best qualified candidates may be invited to participate in a structured interview. The Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

In addition to meeting basic qualification requirements, applicants must have substantive experience which provides knowledge of the principles of organization, management and administration; and substantive specialized experience in a type of work or combination of functions directly related to this position.
