Summary

This position is located in the Office of Administration, Office of Acquisition Management (RAD-30), Federal Railroad Administration (FRA). This Office is responsible for: the development of agency-wide policies and procedures with respect to acquisition; providing acquisition, training, guidance, and advice to Headquarters and field organizations; managing oversight of acquisition programs; and promulgating acquisition reform initiatives.

Responsibilities

As a Supervisory Procurement Analyst, you will:
  • Be responsible for activities in support of acquisition business systems, acquisition training and support, acquisition policy development, and special studies and
  • Ensure the proper implementation and compliance of all pre-award and post-award contracting functions pursuant to Federal Acquisition Regulations, directives, policy statements, and good business practices.
  • Serve as technical authority and business advisor on all aspects of contracting/procurement programs for senior officials in establishing policy, plans, goals, and objectives for strengthening FRA's contract/procurement program.
  • Serve as the functional manager and technical expert for internal acquisition automation efforts involving contract document content and preparation through the PRISM System, electronic invoice preparation and processing using the Acquisition Workflow, and data integrity initiatives related to the Federal Procurement Data System (FPDS-NG).
  • Be responsible for development of acquisition metrics to include accurate and timely collection of acquisition data for purposes of reporting and decision-making.
  • Be responsible for managing the Purchase Card Program and the Contracting Officer's Representative (COR) Certification and Training Program.
  • Manage a staff and allocate resources to ensure successful accomplishment of acquisition programs and goals.
  • In a parallel effort, represent the FRA on issues related to procurement policy and acquisition automation which cut across the whole FRA business environment (i.e.; Office of Acquisition Management, Office of the Chief Financial Officer, FRA Program Offices, Enterprise Service Center in Oklahoma City, ), and at meetings involving Department of Transportation and other Federal Agencies.

The ideal candidate has extensive broad based knowledge of the rules and regulations governing the Federal acquisition environment in order to manage acquisition-related programs.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts and certification for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience interpreting, applying, and/or developing acquisition-related policy and guidance in support of an acquisition program.
  • Experience evaluating, developing, and tracking acquisition workforce training and development needs.
  • Experience leading or advising the work of other employees.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Contracting/Procurement: Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  • Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Contracting Certification: Level III FAC-C or DAWIA Level III certification in Contracting.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    AND

    B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

    D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
