Summary

The employee will serve as the personal and confidential legal assistant to the Chief Counsel and Deputy Chief Counsel of the FHWA where they will arrange meetings, travel, and office conferences. The incumbent will also handle Executive Correspondence, legal correspondence, Human Resources matters, and administrative service matters.

At the full performance level, the Legal Assistant will assist the Chief Counsel, Deputy Chief Counsel, and attorneys in carrying out their administrative and legal practice responsibilities as follows:
  • Acts as the personal and confidential assistant to the Chief Counsel and Deputy Chief Counsel. Ensures that priority and confidential legal, administrative, and Human Resources matters are brought to the attention of the Chief Counsel, Deputy Chief Counsel, or other appropriate Office of Chief Counsel attorney, and promptly routed for appropriate attention. Drafts and edits routine non-technical correspondence, including preparing replies to general inquiries to the Chief Counsel and Deputy Chief Counsel. Makes travel arrangements for the Chief Counsel and Deputy Chief Counsel and manages the Chief Counsel and Deputy Chief Counsel's travel itineraries, and assists with travel approval and reimbursement for others in the office. This individual will assist with the administrative aspects of the Office's budget, contracts, and purchases.
  • Provides comprehensive Human Resources support for the Office by preparing personnel action requests and award paperwork; assists in the development of performance plans, position descriptions, and postings/advertisements for positions; provides administrative, scheduling, and communications assistance during the hiring and performance appraisal processes; and take responsibility for filing and record keeping for Office personnel matters. Handles other personnel/facilities matters such as coordinating training for the office, ensuring that employee information is accurately and appropriately updated on relevant contact lists and websites, and arranging for appropriate equipment and IT accounts for the Office's employees.
  • Assists attorneys and legal practice groups, as assigned, with case and file management services such as logging requests, cases, and updates into databases; duplicating, distributing, and/or organizing files and other materials; preparing case calendars; tracking status and due dates; and preparing workload and status reports. Prepares routine legal correspondence, organizes and duplicates exhibit, and schedules legal briefings, depositions, and meetings. Performs routine legal research.

The ideal candidate for this position is a self-starter with good judgment, tact, and diplomacy, who will handle sensitive information with the utmost discretion and confidentiality. This individual balances his/her workload effectively, adjusts to changing priorities, works cooperatively with others, completes assignments in a timely manner, and independently plans and organizes work with a minimum of supervision. The ideal candidate has excellent oral and written communication skills, as well as excellent organizational skills. He or she has experience providing administrative support to an executive, senior management official, or managing attorney, legal practice support experience in some of our legal practice areas, and has assisted with Human Resources matters.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 9, you must have at least one year of experience equal or equivalent to the GS-8, and it must include:
  • Experience providing administrative assistance to a senior executive or managing attorney.

OR
  • Experience providing administrative legal practice assistance to attorneys working in at least one of the following legal practice areas: Litigation, Freedom of Information Act (FOIA), Employment Law, Suspension and Debarment, Legislation, Regulations, Environmental Law, Ethics, or Civil Rights.

To qualify for the Grade 10, you must have at least one year of experience equal or equivalent to the GS-9, and it must include:
  • Experience providing administrative assistance to a senior executive or managing attorney.

AND
  • Experience providing administrative legal practice assistance to attorneys working in at least one of the following legal practice areas: Litigation, Freedom of Information Act (FOIA), Employment Law, Suspension and Debarment, Legislation, Regulations, Environmental Law, Ethics, or Civil Rights.

To qualify for the Grade 11, you must have at least one year of experience equal or equivalent to the GS-10, and it must include:
  • Experience performing a wide range of administrative tasks to accomplish several Human Resources functions.
  • Experience providing administrative assistance to a senior executive or managing attorney.
  • Experience providing administrative legal practice assistance to attorneys working in at least one of the following legal practice areas: Litigation, Freedom of Information Act (FOIA), Employment Law, Suspension and Debarment, Legislation, Regulations, Environmental Law, Ethics, or Civil Rights.
