Summary

This position is assigned to the Navy Gateway Inns & Suites (NGIS) operation; Navy Lodging Branch Fleet Readiness; Commander, Navy Installations Command (CNIC); Navy Gateway Inns & Suites, Naval Station Norfolk. The incumbent serves as an inventory control specialist for Non-Appropriated fund (NAF) purchases and maintains required inventory management systems to provide inventory and supply functions which support Navy Lodging Program (NLP) operating standards.

Responsibilities

Duties include but are not limited to:

Inventories supplies, furniture, fixture, and equipment (FF&E) and other amenities in support of the lodging operation.

Prepares purchase request forms and documents for approval and places orders for NAF purchases. Receives items and forwards documentation of receipt to the NAF Business Office.

May research items and services as required to support NLP operations. Maintains documentation of transactions and prepares reports.

Issues supplies and amenities to authorized staff members. Assesses effectiveness of inventory control techniques and adjusts processes to maintain assigned storeroom inventory accuracy to meet program standards. Identifies discrepancies related to quantity, substitution, incomplete shipments, or noncompliance with purchase order requirements. Documents acceptance/non- acceptance of shipments not meeting requirements. Conducts investigation of inventory discrepancies and researches to resolve errors and adjusts inventory accordingly.

Performs internal management control vulnerability studies and reviews to develop controls to prevent losses and implement cost saving measures.

Processes planned inventory requirements and manages all cyclical inventory processes. Maintains online and local inventory related records using a range of software applications (e.g. Word, Excel, PowerPoint, Outlook, etc.) and online/digital systems.

Assesses trends and problems to determine appropriate actions for inventory and purchasing needed. Implements necessary changes and evaluates results.

May serve as NAF Government Purchase Card holder (GPC).

Establishes a high and low limit of all supplies and amenities to ensure that onboard inventory is maintained in adequate quantities to support operational requirements.

Monitors shelf life items and rotates stock accordingly to established FIFO (first in, first out) inventory management practices to maximize usage within prescribed timeframe.

Ensures lodging assets are maintained in a safe and secure environment.

Ensures the safety and security of guests and associates.

Demonstrates a welcoming manner and positive attitude using effective communication skills.

Qualifications

A qualified candidate possess the following:

Knowledge of standardized supply/inventory management and purchasing methodologies.

Knowledge of methods used in receiving, storing, and issuing routine materials and equipment.

Knowledge of supply regulations, contracting and purchasing regulations, and the application of accepted management principles and techniques.

Knowledge of NAF procurement and accountability procedures.

Ability to recognize and define problems, identify alternative solutions, select the best course(s) of action, and submit suggestions or present useful new ideas related to inventory and asset management procedures.

Ability to independently plan, develop, prioritize, and manage continuing inventory and purchasing operations.

Ability to organize, arrange, and remove stock. Ability to analyze and prepare clear, concise, and technically sound reports.

Ability to research, quantify, and recommend options for inventory management operations and policy. Ability to interpret and apply regulations, policies, procedures, or other instructions relating to the specific functions assigned.

Ability to apply basic math concepts and perform calculations.

Ability to communicate effectively in English, both orally and in writing.

Ability to use range of software applications (e.g. Word, Excel, PowerPoint, Outlook, Adobe, etc.) and online/digital systems (e.g. inventory management sites, product web sites) for communication and administrative functions.

Conditions of Employment Cont.:

This position provides support for a 24-hour lodging operation. The incumbent must be available and accessible at various hours including evenings, weekends, and holidays as necessary to meet mission requirements.

Incumbent will be considered "ALPHA" personnel, and therefore subject to work during inclement weather or other states of emergency.

Must have or be able to obtain and maintain a current driver's license, as travel to other facilities may be required within the normal scope of duties.

Must be able to obtain and maintain a Government Purchase Card (GPC) within 90 days of hire.

The incumbent is expected to meet the qualifications for professional accreditation as defined by CNIC Lodging policy within 12 months of hire.

This position is not telework eligible.

Salary is dependent on experience and/or education.

Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required. We utilize E-Verify to confirm selectee's eligibility to work in the United States.
