Responsibilities

As a SUPERVISORY IT PROGRAM MANAGER (INFOSEC) at the GS-2210-13/14 some of your typical work assignments may include:
  • Directs and reviews teams in DTRA Washington, DTRA Albuquerque and contractor personnel involved with planning and executing these programs.
  • Leads the DIAMONDS life-cycle management team, which ensures that operational life-cycle considerations and continuity of operations are adequately addressed.
  • Oversees all USSTRATCOM Cyber Command task orders, IAVAs, and essential updates are implemented to ensure network security and interfaces with the DTRA Authorizing Official for the attainment of Authority to Operate on each registered IT system.
  • Supports preparation of detailed program plans, financial plans, spend plans, and budget justification, and provides input to Agency POM and annual IT Budget Estimates.

Qualifications

In addition to meeting the qualification requirements for this position, all 2210 applicants must demonstrate they have experience in each of the four competencies listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    You may qualify at the GS 14 , if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
    • Leading team(s) of civilian, military, and/or contractor personnel working information technology (IT) programs or projects.
    • Planning, programming, budgeting, and execution of IT programs and projects.
    • Experience with contract administration or oversight, including developing work statements and monitoring contract performance.
    • Resolving customer related technical hardware and software problems.
    • Diagnosing and/or resolving problems in response to a customer reported incident via trouble tickets; planning and delivery or IT customer support services.

    You may qualify at the GS-13, if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
    • Working with team(s) of civilian, military, and/or contractor personnel working information technology (IT) programs or projects.
    • Planning, programming, budgeting, and execution of IT programs and projects.
    • Resolving customer related technical hardware and software problems.
    • Diagnosing and/or resolving problems in response to a customer reported incident via trouble tickets; planning and delivery or IT customer support services.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    Other Notes:

    This is an Acquisition Workforce Position in the Information Technology career field. The incumbent will be required to become Level II certified in the applicable career field within 24 months unless a Position Requirements Waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning pints (CLPs) for every 2 year CLP period, with a goal of at least 40 annually. (MCA 4/19/2016)

    Must obtain and/or hold an Information Assurance Manager (IAM) Level III
    certification. Failure to maintain IAM certification may result in the termination of employment. New hires' must obtain the appropriate certification within six (6) months of being assigned IA functions beginning the date they start in the position. Current DoD employees and contractors performing IA functions on the effective date of hire have up to four (4) years to comply with the certification requirements.

    Incumbent is required to submit a Financial Disclosure Statement, OGE 450, upon entering the position, annually, and upon termination of employment, in accordance with DOD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.

    Must be able to obtain and maintain a TOP SECRET/SCI security clearance.

    Overtime/compensatory time may be required to accommodate operational needs of the organization

    Travel in the performance of temporary assignments may be required up to 10% of duty time

    Frequent CONUS/OCONUS travel is required (approximately 4 times per year)
