Responsibilities

As a Supervisory Management and Program Analyst in the Country Support Office (CS) of USAID's Bureau for Resilience and Food Security (RFS), you will:
  • Serve as an advisor and technical authority on complex resilience and food security issues, contributes to the development and monitoring of policies, strategies, projects, and plans for supporting USAID Missions and their partners to address specific high priority problems in agriculture, resilience, water and sanitation, and nutrition.
  • Serve as a primary expert with comprehensive knowledge on focus bilateral and regional resilience and food security activities for assigned regions and regional programs, serves as a convening Officer for meetings specific to any resilience and food security issues regarding their region(s).
  • Serve as the Agency focal point for all follow-up on country program strategies, Operational Plan Reviews, field Congressional Presentation input, Congressional Notifications, as well as other documentation presented for USAID Washington review and approval.
  • Serve as a primary liaison with persons and groups both inside and outside of the organization. Independently handles complex program issues and provides authoritative guidance.
  • Coordinates USAID participation and representation in USAID Washington at multilateral and other donor meetings on area countries. Responsible for the preparation of travelers, including briefings and briefing books, for high-level travel, including Congressional Delegations (CODELS), to countries in their assigned Region, as well as Congressional testimony. Assists in preparation of Congressional testimony and speeches.
  • Supervise a group of employees at the GS-13 to GS-15 levels, communicating performance expectations; providing regular coaching, mentoring, and informal feedback; perform formal performance management and administrative functions relative to staff supervised.
  • Recruit, train, and develop a cadre of diverse and adaptive staff; assesses needed and existing staff competencies; create and encourage professional growth opportunities to further develop competencies.

Qualifications

SELECTIVE PLACEMENT FACTOR: This position requires a selective factor in addition to the specialized experience. Your resume must demonstrate experience in managing, implementing, supporting large programs and multi-sectoral teams to ensure successful implementation of resilience and food security related development programs in Africa?

GS-15-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) experienced authority in overseeing large development programs in Africa and ensuring multisectoral headquarters teams are robust, established and in place to support those programs or portfolios, including support to adaptive management in the face of changing contexts; b)managing large, multi-sectoral teams to support field offices and programs in Africa, translating often conflicting guidance and requirements to those responsible for implementing them, providing support to put the guidance and requirements into practice, and building capacity to collect, analyze and use data from a variety of sources, including the translation of data into policy and programming implications and recommendations; c) responsibility and authority to plan, schedule, and carry out major development projects in Africa concerned with the analysis and evaluation of programs or organizational effectiveness and analyses, evaluations, and recommendations developed are normally reviewed by management officials only for potential influence on broad agency policy objectives and program goals and d) serving as an expert in resilience and food security related sectors (agriculture and food security, water security, sanitation and hygiene, resilience and climate adaptation and multi-sector nutrition) in international development and/or interpretation of guidance on resilience and food security international development program planning and evaluation in Africa.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
