As a Procurement Analyst at the GS-1102-14, you will be part of Office of the Chief Financial Officer, Acquisition Services Division, Equal Employment Opportunity Commission. The incumbent will be responsible for performing a variety of acquisition management related assignments involved in the management and control of the Agency's purchasing and contracting programs.

  • Review contract files to determine regulatory compliance, coordinate contract reviews with the Office of Legal Counsel, assist in resolving Protest and appeals.
  • Recommendations changes in procurement delegations; recommends changes in organizational structure; and recommends and establishes operating and control procedures for both Headquarters and field organizations.
  • Audits or reviews simplified acquisitions of similar complexity. Presents findings, recommends corrective actions and policy or procedure improvements.
  • Reviews, advises on, develops, and recommends operating unit-wide or Commission-wide procurement processes and systems, procedures and policies, or equivalent assignment.
  • Develops short and long-range plans based upon anticipated changes in procurement operation; ensures that periodic reviews of the total (Headquarters and field offices) procurement operation are conducted.
  • Serves as an advisor to program officials in procurement planning meetings. Advises program officials of the procurement objections to be used and assists in the preparation of statements of work.
  • Conducts pre-proposal conferences with prospective contractors when necessary to arrive at a clear understanding of what is required under the proposed contract. Obtains appropriate data from business and technical officials
  • Issues necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities, or clarification of contract clauses.
  • Serves as principal staff advisor to procurement operations staff, program offices and senior officials throughout the agency on procurement policy and procedural matters.
  • Develop procurement policy and is responsible for updating Agency procurement regulations as required.

Basic Requirements: This position has a basic education requirement. Applicants must possess one of the following:
  • A 4-year course of study that has lead to a bachelor's degree.
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Exception to the basic education requirement: Current Federal employees in the GS-1102 series who have held the series since January 1, 2000 will be considered to have met the basic education requirement. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. You are required to submit your SF-50 showing you were currently in the series since January 1, 2000.You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.

    In addition to meeting the basic requirements, applicants must have one year of specialized experience equivalent to the GS-13 level in the Federal service.

    Specialized experience includes: (1) experience with procurement regulations and contracting principles including the latest procedures and techniques, e.g., sophisticated pricing arrangements, cost accounting, and life cycle costing sufficiently to plan, develop, implement, maintain, and administer all contractual aspects of a complex acquisition nature; (2) Experience in managerial and coordinative activities sufficient to control a variety of contractual actions occurring concurrently in an overlapping fashion; (3) Experience with negotiation techniques to serve as the lead negotiator in developing pre-negotiation strategy, in conducting negotiations for the acquisition of a system, and in directing or performing post award negotiations involving contract changes or modifications and (4) Experience with related disciplines and functions that have involvement in the acquisition process, such as integrated logistics support, and financial management, and their interrelationships with contracting.

    Must be FAC C III certified or equivalent

    Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
