The Director, Talent and Diversity reports to the Vice President, Human Resources and Administration and is a member of the Program Leadership Team (PLT). This role leads the talent acquisition and Diversity, Equity and Inclusion Culture of VOACC. The Director will collaborate with the Executive Leadership Team and Program Leadership Team to drive a culture of performance management, diversity and talent that reflects the needs of those whom we serve. The Director will also serve as the Diversity, Equity and Inclusion Committee driver alongside the committee chair and co-chair, partner with the DEI Task Force Liaison (VPHR and Admin) and other Senior Executives regarding the DEI Score Card and reviewing policies and procedures that pertain to talent recruitment and retention of a diverse, equitable and inclusive workforce, as well as vendor outcomes. RESPONSIBILITIES TALENT Partner with Regional HR Program Partners and Management to design and manage Diversity recruiting programs and partnerships. Create a strategy to attract diverse talent and create accelerated development and apprenticeship programs. Partner with the Organizational Excellence and Information Technology Teams to effectively communicate all diversity recruitment, retention, professional development and employee experience activities (initiatives?) (ie Behavioral Base Interview Process, Standardized On-Boarding Plan.). Manages and administers the Learning Management System for on-boarding programs and reviews employee engagement surveys, stay surveys and pulse surveys with the Organizational Excellence team to identify gaps and provide solutions. Maintain organizational credibility by enforcing company policies and procedures. Leads the Employee Handbook, HR Policies and Procedures and the Job Description update committee annually. Develops and manages all HR metrics and provides reports to the ELT members as necessary ie Turnover, Retention, Time to Fill, Length of Service and transfers/promotions. DIVERSITY Create and manage inclusion and diversity programs from concept to launch. Advise (vested, strategic?) partners (stakeholders?) on inclusion and diversity best practices. Manage our employee resource group program (employee committee) What kind _ DE&I, etc.). Contribute to and own portions of the employee engagement events, budget and storytelling to create and maintain a culture of belonging which tells a holistic and unified story. Drive partnerships and understanding of all programs and campaigns focused on an inclusive culture while promoting diversity. Advise on Inclusion & Diversity-focused programs, current events, and best practices to agency departments to foster an equitable culture. , Utilize data, insights, and industry trends to stay connected to staff and educate them in support of promoting organizational change that fosters Inclusion, Diversity, and Purpose. EFFECT ON END RESULT Turnover and Vacancy Rates are reduced based on goals by end of fiscal year Creation of continual communication regarding Talent/Diversity Notices Hiring and Performance Evaluation systems in context of succession planning. Compliance with all State, Federal employment laws and Stakeholders expectations. Well-designed supervisors training program for new and existing management. Delivers, monthly, quarterly and semi-annual and annual HR metric reports. Experience managing and scaling the employee resource group (committee) and talent attraction programs. Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment. Operating office equipment requiring continuous or repetitive hand/arm movements. Duties, responsibilities and activities may change at any time with or without notice. REQUIREMENTS Bachelors Degree in Human Resources, Organizational Management, Business Administration minimum. Masters level is preferred. Minimum of 10+ years of experience working for human Service organization that operates in multiple states and the District. Certified PHR or SPHR preferred. Proven experience in the creation/execution and implementation of a Diversity, Equity and Inclusion plan utilizing employee resource groups, building diversity partnerships, Affinity Groups, reporting to Senior Executives, providing Board Level Reporting, and establishing metric reviews and score cards for measurement of effectiveness and policy impact . Excellent experience in labor laws, investigations, recruitment, retention and professional development including related health and safety issues Experience working with Human Resources Capital Management Systems (PAYCOM). The candidate in this role successfully demonstrates an ability to recruit, develop and train staff. Experience in the ability to use data and insights to influence and develop/track solutions. Experience with creating and implementing a behavioral based interview process that is inclusive of elements regarding diversity and which helps to identify employees consistent with the needs and culture of the agency. Experience with CARF, Joint Commission, and ACA and various Audits ie OFCCP, Affirmative Action and EEO Reporting. This position also requires a demonstrated high level of oral and written communication, interpersonal skills, proven integrity, and a track record of confidentiality Excellent collaboration with broad teams and ability to accomplish multiple tasks simultaneously with quality results. Excellent Computer Skills in Microsoft Office and related office products. Proven ability to address and mediate conflict Bilingual in any language a plus
