Under the supervision and direction of regional HR Program Partner, and general supervision from the Director, Talent and Diversity and the Vice President, Human Resources and Administration or designee, the HR Talent Specialist will support the regional human capital needs by focusing on handling posting and recruitment projects, on-boarding and off-boarding, reporting requirements and any additional administrative support the regions staff may need. The HR Talent Specialist will be part of a think tank and confer with other HR Professionals and Management to ensure that turnover rates are low and retention rates are high. RESPONSIBILITIES Recruitment Provides full cycle recruitment efforts to include; Source applicants through all available avenues, including social media platforms, such as LinkedIn and other professional networks, such as Career Builder, Indeed and Zip Recruiter Identify the most suitable talent from available candidates based upon job descriptions and program needs (shift, role, etc.) Coordinate interview and selection procedures, including screening calls, assessments, and in-person interviews if possible. Standard Employment Background checks are reviewed and completed. Coordinate with the regional HR Program Partner to provide support to hiring managers to identify staffing needs in assigned regional areas and programs. Organize and attend job fairs and recruitment events to build a strong candidate pipeline On-Boarding and Off-Boarding Assist Regional HR Program Partners (HRPPs) to ensure completion of on-boarding and off-boarding processes. Ensure attendance of new hires at New Hire Orientation (NHO) Maintain communication and provide updates to candidates, supervisors/hiring managers, and HRPPs throughout process. Reporting and Compliance Utilize agency HCMS (Human Capital Management System) to keep records of all materials used for recruitment, including applications, interview notes and related paperwork, to share with key stakeholders. Run and review audit reports to address errors with payroll and ensure 100% accuracy in the system. Ensure that reports for on-boarding check list are complete and staff are working towards completing their learning management system requirements. Work with HRPP to ensure that organizational wide and program specific annual requirements are met. Administrative Support Assist with converting hard copy employee personnel files into the HCMS system. Assist regional administrative teams in preparing for audits and other related stakeholder reviews. Create program/support unit staff memos as directed. Manage the job description and assessment process and ensure JD are revised and up to date with signatures with all staff. Any other duties as assigned by supervisor or designee. EFFECT ON END RESULT: Reduce vacancy rates in region to 15% in partnership with Regional HR POC. Ensure that all staff who are hired are provided with employee engagement to arrive at New Hire Orientation Ensure that all compliance measures are met for all new hires and existing staff. Associates Degree or higher in Human Resources, Business Administration or related field preferred. Minimum two (2) years of experience as a Talent Acquisition Specialist, Recruiter, Talent Coordinator or similar Prior recruitment experience with behavioral case management, healthcare, development disabilities and security industries Familiar with and ability to track retention rates of new hires. Experience with position control and management of such. Experience utilizing social media and other professional networks to proactively source candidates (ie Career Builder, Indeed, LinkedIn, Zip Recruiter) Excellent knowledge of Applicant Tracking Systems (Paycom Preferred) Certification obtained from the HR Certification Institute a plus Excellent written and verbal communication skills Excellent computer Microsoft office products Bilingual in any language a plus
