Regional Human Resources Manager - National Services Housing Development and Operations Volunteers of America, National Services serves as the sponsor and parent entity for new Volunteers of America housing development projects. National Services' current housing strategic business plan focuses on constructing or acquiring housing in key markets. In addition, National Services develops permanent supportive housing, including homes for veterans, where Volunteers of America affiliates have identified a need and ability to provide the services. Finally, National Services focuses on preserving federally assisted affordable housing in danger of being lost. In addition to developing affordable housing, National Services owns and operates a large housing portfolio located in 40 states and Puerto Rico, which includes more than 230 properties containing approximately 12,900 affordable housing units. Essential Functions, Duties & Responsibilities Provide expertise regarding the staffing and recruitment activities for the region, including advertising, pool usage, scheduling, wage programs, background screening process, interviewing and hiring. Provides reports to Operations and Senior, Director Human Resources and Vice President of People Services, as requested.Maintains a strategic focus for the Human Resources function, aligning activities with the overall goals of the organization.Provides input to Executive Director/Residence Director regarding performance of site Administrative staff related to Human Resources duties. Assists with recruitment of management positions at assigned sites.Assists in the management of the workers compensation program for the region, including monitoring claims, light duty program and administration of claims. Provides reporting to Regional Vice President of Operations.Ensures fulfillment of affirmative action and OSHA reporting requirements. Communicates with Operations regarding outcomes.Participates in the development of Human Resources systems and implements system modifications at assigned sites. Ensures compliance.Provides Human Resources support and conducts HR training for the region.Serves as the Human Resources Business Partner to the Executive Directors, Residence Directors and Community Administrators.As a member of the Human Resources Team, attends periodic meetings and events.Documents and responds to employee issues. Conducts employee investigations, as requested by Regional Vice President of Operations.Provides support to Operations in area of employee counseling and termination. Keeps Senior Vice President and Counsel, Litigation, Risk Management and Corporate Compliance - apprised of potential legal issues.Supervises site benefits administration to include enrollment, problem resolution, change reporting, participant audits, vendor invoices and communication of benefits information and changes to employees.Directs annual benefits election process at each assigned site.Conducts HR reviews at assigned sites using standard review tool.Provides and uses metric reporting to track Human Resources outcomes, adjusts work plans to address deficiencies and provides periodic reporting to Vice President of Human Resources - Healthcare.Recommends new approaches and improved procedures to effect continuous improvements in efficiency and effectiveness.Participates as a member of the national Human Resources Team.Attends Operations meetings as requested by the Regional Vice President of Operations.Ensures compliance with federal and state regulations concerning employment law.Performs other duties as assigned by the Regional Vice President of Operations. Knowledge and Education Requirements: Requires knowledge of principles and practices of Human Resources management, resulting in legal compliance, cost effective staffing and employee satisfaction. A Bachelor's degree in a related field and at least three (3) years of Human Resources experience; or An Associate's degree in a related field and five (5) years of Human Resources experience. Skills Required: Team player attitude absolutely essential.Administrative self-sufficiency required.Ability to travel and commit the time and energy necessary to be successful in what may not be a forty (40) hour work week environment.Proven ability to manage multiple projects to a deadline.Proficiency in Microsoft Word, Microsoft Excel, PowerPoint, E-Mail and Internet.Well-developed oral communication skills.Exceptional interpersonal skills; customer service focused.High degree of professionalism; able to deal with extremely confidential information.Attentive to detail; flexible resourceful.Strong organizational skills.Works well independently and with minimal supervision.Ability to read and comprehend instructions, correspondence and memos.
