WMATA's Rail and Bus Infrastructure Rehabilitation Office (RBIR formerly IRPG ) oversees the State-of-Good Repair (SOGR) programs related to traction power ($600M) and AC power systems ($200M). These programs maintain and continuously improve the existing traction power and AC power systems to ensure they remain in a SOGR and to deliver a safe and reliable Metrorail system service.

The RBIR-Power Office is seeking to fill a Construction Inspector - Traction Power position. Shifts & working locations (in the DC/MD/VA area) will vary.

Keys to success in this role are an ability to establish and maintain effective working relationships within the Authority and with contractors, technical knowledge of and construction experience with the relevant systems (traction power and low- and high-voltage electrical systems), and familiarity with plans/drawings, specifications, contractor's schedules and plans, and safety standards.

The ideal candidate will be able to communicate with contractors effectively, monitor actual construction progress against scheduled progress, report on non-compliance and corrective actions, and perform substantial completion inspections. Ability to utilize MS Office Suite (Outlook, Word and Excel) and Procore is preferred.

Minimum Qualifications :

Education
  • High School Diploma or GED
  • Vocational or technical training in High Voltage (Industry) Electrical or Construction related, such as on the job training or electrical apprenticeship.

Experience
  • Six (6) years of experience in the construction, inspection, testing or maintenance of Traction Power (AC and DC) systems or high voltage power systems.

Certification/Licensure
  • Valid Driver's License
  • Roadway Worker Protection (RWP), Level 4 within 15 months of hire

Preferred
  • Technical Certification/Licenses High Voltage (Industry) Electrical or Construction Related Certification, license; journeyman
  • Associate's degree, or vocational or technical school degree Electrical or Construction Related

Medical Group:

Ability to complete satisfactorily the medical examination for this class.

Job Summary/Duties :

The Construction Inspector, Traction Power Systems is a technical construction inspection role that ensures compliance with plans and specifications for major infrastructure rehabilitation and upgrade projects involving High Voltage Traction Power (AC and DC Power), within WMATA's Capital Program Delivery Office. The incumbent ensures that all aspects of work is in accordance with approved plans and specifications and approved work phasing methodology and procedures. The incumbent is authorized to stop or suspend work if necessary, to prevent accident, injury or risk to revenue operations. The incumbent develops and maintains daily records of all work and coordinates with contractors on methods and practices to be used, and plan and specification requirements to be met. The incumbent anticipates problems in assigned areas of inspections and initiates actions in coordination with project offices for resolution to minimize work disruption.

ESSENTIAL FUNCTIONS
  • Inspects all phases of traction power construction to ensure compliance with contract specifications, drawings and Authority and industry standards. Construction may include installation and testing of 34.5kv and 13.8kv AC Switchgear, Rectifiers, Transformers, DC Switchgear, bus ducts, conduits, cables and cable tray and Supervisory Control and Data Acquisition (SCADA) systems.
  • Conducts site surveys during both pre-procurement and construction phases to complete constructability reviews and assists in work phasing development. Reduces risks, schedule delays, adverse impacts to revenue service and construction change orders.
  • Inspects work operations for compliance with applicable safety regulations and requests corrections by the contractor's representative who is on-site. In emergency situations, stops on-site work and immediately reports the actions to a supervisor. Performs daily safety inspections and prepares associated reports to ensure construction activities are completed in a safe manner and without adverse impacts to revenue service.
  • Assists the project office in the review of Contractor monthly payment applications. Validates that on-site work is completed and eligible for payment.
  • Performs physical measurements and field testing, which may involve the use of electronic, mechanical or electrical devices, to ensure equipment and materials are installed in accordance with the required contract specification and design tolerances.
  • Documents daily construction activities (inspector daily reports and photographs) as instructed by supervisor. Records contractor's job-site equipment and manpower, major work activities, and delays or safety incidents, if any.
  • Assists Project Managers and Construction Engineers in conducting Substantial Completion Inspections (SCI) and Final Acceptance Inspections. Creates "Punch Lists" and monitors and records correction of construction deficiencies.

OTHER FUNCTIONS
  • May be assigned to serve as WMATA Level IV escort and set up work zones within the Right-of-way and escort contractor and/or WMATA teams in work areas within Bus/Rail operating facilities.
  • Maintains quality control related to assigned portion of project in accordance with established guidelines. Verifies the implementation of the inspection and testing portions of the Contractor Quality Control Plan that pertains to the work assignment and verifies that quality conforms to contract standards.
